Job Description

Scope of work: The Public Health Specialist (HHR plus) will be responsible for technical oversight and support on IRC health humanitarian response projects. In addition, responsible as technical focal representing IRC for technical collaboration with partner organizations, donor, fund management offices and counterpart ministries of Myanmar at different levels. The Public Health Specialist in collaboration with M&E unit responsible for developing and administering IRC health program’s service quality assurance mechanism. The Public Health Specialist is mainly responsible for the technical thematic of Health Humanitarian Response, Communicable Disease prevention and control, Pharmaceutical and Medical commodity management as technical focal of IRC-Myanmar and as necessary responsible as health program leads for all humanitarian health response on-behave of National Health Director and Sr Health Coordinator.

Responsibilities:

Lead service quality control of health programme through project quality assurance mechanism

- Leads developing and applying IRC programmes quality assurance tools and methods. - Give technical oversight and support to health project regular filed site technical monitoring and evaluation visits, and ensure maximum project staffs technical capacity and quality. - Prepares, Plans and Participates programme quality control actions organized by IRC-Myanmar or IRC- NY technical department. - Coordinate and collaborated working with partners and counterpart ministries of Myanmar to ensure for quality control of IRC direct implemented or supported health care services. - Assist Health Program Director in identifying IRC Myanmar health programme strategies and strategic action plan. - Work closely with Program Coordinators, Project Managers and Capacity Building and Quality Control (CBQC) team to identify and organize programmes quality control action plans. - Support and work together with M&E unit for implementation of health programme’s monitoring and evaluation system.

Capacity building of IRC and partners organization staffs as need of programmes and projects

- Administer IRC health program staffs and partner staff capacity need assessments.

- Assist to National Health Director and Sr Health Coordinator in identifying annual capacity building plans for IRC health programme staffs, partner organizations staffs and counterpart ministries staffs. - Plan, prepare and organize capacity building trainings, workshops, meetings and on the job supportive supervision on health programme staffs and partner organization staffs or counterpart ministries staffs.

Technical Coordination and collaboration with partner organizations and counterpart ministries of Myanmar

- Initiate and organize preparation of proposal and project report to donor. - Technical communication and coordination with respective partner organizations, donors and respective counterpart ministries at central, state, district and township level. - Participating union and state level technical coordination activities organized by relevant counterpart ministries and donors. - Lead cross cutting thematic (Conflict Sensitivity, Gender and Social inclusion, Disability Inclusive Health, Prevention of Sexual exploitation and Abuse, Emergency preparedness and disaster response planning, Good-Great Standard and Theory of Change of IRC) mainstreaming action of health program in collaboration with relevant IRC Myanmar’s department, Technical Advisors, relevant focal from donors and counterpart ministries. - Participate as Health representative to Country Emergency Team (CET) and its functions.

Overall Program Management of Humanitarian Health Response projects in Kachin and Shan State

- As necessary, on behave of NHD and Sr HC, provide programmatic oversight to humanitarian health response projects. - Provide programmatic and technical support to Project Managers/ Program Manager to operate humanitarian health response program successfully and to adapt changes on programming depending on situation context. - Strategic level coordination and collaboration with respective senior management levels staffs from partner organizations participating humanitarian health responses.

Overall project cycle management of Cross Geographical Humanitarian Health Response program

- Working closely with Manager for Project Coordination, ensure well-functioning of Project Cycle Management of all cross geographical health humanitarian response projects.

Other

- Support and work together with M&E unit for designing and implementing health program’s survey, assessments and researches. - Assist National Health Director and Sr Health Coordinator on identifying, planning and initiating appropriate humanitarian response in country as needed. - Provide regular and reliable technical narrative reports. - Provide contributions in any other relevant responsibilities as required.

Qualifications

Education

- Registered medical doctor (M.B., B.S degree) ,B.Comm.H, B.N.Sc or other medial / community health backgrounds. - Preferable for Master degree or Post graduate diploma in relevant field.

Experiences

- Minimum 5-7 years’ experience on primary health care settings and community health management. - Experience in managing health humanitarian response projects in post disaster or conflict affected area with particular expertise in Primary Health Care, Maternal and Child Health, Reproductive Health, nutrition, communicable disease control, and Health Information System. - Experience on budget management, team management and change management. - Experience on coordination with local partners, authorities and sub -national level stakeholders.

Competencies

- Sensitivity to the needs and priorities of conflict‐affected populations. - Ability to work under pressure and stressful circumference. - Ability to travelling in project field sites as necessary and feasible of safety and security.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
