OBJECTIVES OF THE PROGRAMME

*Objectives of the Programme and of the immediate Strategic Objective WHO-Oman Country Cooperation Strategy includes: 1. Supporting the achievements in the prevention and control of communicable diseases, including the elimination of priority diseases and aligning national targets with the 2030 Agenda for Sustainable Development and the SDGs;2. Responding to Oman's national drive to address the prevention and control of noncommunicable diseases, mental health and substance abuse, and to establish and implement the Oman disability programme; 3. Building on achievements from the MDGs, anchoring the improvements of health over the life course, addressing the social determinants of health and aligning policies to the SDGs;4. Accompanying the country's efforts in strengthening the health system to ensure universal health coverage;5. Assisting in strengthening the country's institutional capacity for emergency preparedness, surveillance and effective response to disease outbreaks.

DESCRIPTION OF DUTIES

*Summary of Assigned Duties (Describe what the incumbent has to do to achieve main objectives; include main achievements expected) Generic Duties 1. Provide specialist technical support to the work program in the area of public health in Oman and assist the Member State through the provision of technically sound advice to facilitate the successful implementation of national public health programmes. 2. Develop national policies and strategies through technical and policy advice and recommend on plans of actions for strengthening health systems and improvements in the planning and management of existing public health programmes. 3. Develop and monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities. 4. Critically review data and provide high-level data analyses and information on best practices and partners' experiences in implementing sustainable health systems and disseminate information. Submit proposals for the extension of health-care networks and the development of mechanisms of social health protection. 5. Develop and conduct capacity building in the area of public health, and the management and financing of the systems. 6. Serve as a technical resource to the public concerning sustainable health systems that contribute to health equity, social justice and elimination of exclusion and respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques and procedures. 7. Liaise and coordinate with national counterparts, technical departments at HQ, and with donor and development partners (UN and bilateral) to harmonize recommendations on policies and strategies related to Public health systems and resolve issues or concerns. 8. Seek funding for new projects and work programmes. 9. Represent WHO at various meetings and perform all other related duties as assignedSpecific duties (Two or three Specific duties could be added if required for the specific assignment in a specific region) 1. Ensure necessary technical assistance to further the agenda for prevention and control of NCDs, adoption of multisectoral actions, policies and strategies to support the implementation, monitoring and evaluation of the National Action Plan for Prevention and Control of NCDs; liaise and collaborate regionally, interregional and in country towards capacity building and establishing a WHO Collaborating Center in Oman as hub for NCDs training, research and technical guidance for the region; 2. Work closely with the Department of Communicable Diseases, National Emergency Management Center, Central Lab and other departments of the Ministry of Health and other relevant sectors in ensuring state-of-the-art capacity for a public health response in emergencies and outbreaks; 3. Attend technical partnership forums and regularly liaise with the UN Agencies to highlight WHO technical position on various health related aspects, collaboration on SDGs and coordinating joint activities, e.g., on nutrition, health promotion, community involvement etc. This includes leading regular UN Task Force on NCDs and active involvement in the NCDs Steering Committee/Sub-Committee meetings.

REQUIRED QUALIFICATIONS

Education

Essential: Master's degree in Health (medicine or public health). Desirable: Medical Doctor with a post-graduate degree in public health or health management

Experience

Essential: At least seven years of progressively responsible professional experience in public health, developing public health capacity and policies/strategies that promote health and preventative measures, investigation, surveillance, preparedness and control of various diseases. Within this experience demonstrated professional experience working at the country and/or regional level on public health initiatives promoting public health programmes as well as providing technical advice and support to external partners. Desirable: First hand working experience in a developing nation. Experience of working with WHO/UN System is an asset.

• Sound knowledge of country level situations with regard to public health systems development and management with good understanding of relevant country's needs, priorities and policies, along with WHO's policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office setting. • Ability to conduct research and analyze results, identify issues, formulate opinions, make conclusions and recommendations for strengthening health care systems. • Ability to review and revise policies and objectives of assigned program and activities. • Interpersonal skills using tact, patience and courtesy. • Excellent knowledge of Health care systems and safety regulations. • Proven knowledge of technical aspects in the field of specialty. • Public speaking techniques. • Excellent drafting and communication skills. • Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work. • Team spirit and time management skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2148 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
