OBJECTIVES OF THE PROGRAMME

Aspart of strengthening the humanitarian development nexus, WHO and Ministry of Health(MoHFW), signed an agreement to implement a Health and Gender Support project (HGSP) with the overall objective for WHO to manage the HGSP's investments on building capacity with respect to:

(i) the management of Non-Communicable Disease (NCDs) from community up to district levels at all levels of care; (ii) diagnostic capacity on tuberculosis (TB); (iii) management of environmental risk factors(including health care waste) at and beyond the health facilities; (iv)strengthen laboratory facilities and safe blood transfusions; (v) preparedness and response to health emergencies from community to district Upazila levels; and (vi) strengthened coordination among different stakeholders within all Upazilas in Cox's Bazar

DESCRIPTION OF DUTIES

Under the overall supervision of the Head of Sub-office and direct supervision of the Health Operations & Technical Expertise Lead in WHO Cox's Bazar emergency sub-office, the incumbent will be required to carry out the following responsibilities:

1. Facilitate the implementation of effective, evidence-based policies, public health programmes and interventions through all life cycles including; maternal and newborn health, health promotion and education, Non Communicable diseases (including mental health), the elderly, social determinant of health, violence and injury prevention, gender and health equity and other related areas.

2. Assist in developing training materials and facilitate training workshops to build capacity in implementation, sampling, data management, analysis and reporting by adapting the programme delivery strategies to meet emerging issues and needs of the Rohingya in Cox's Bazar.

3. Adapt existing WHO and national guidelines and treatment protocols to the camps as per emerging evidence and - situation in the camps.

4. Coordinate activities in collaboration with health sector partners on the ground for - outbreak preparedness and response in Cox's Bazar under different pillars (case management, infection prevention and control, risk communication and community engagement, essential health services, etc.)

5. Provide support for procurement of essential diseases commodities (incl. medicines, equipment, personal protective equipment) as and where needed.

6. Make recommendations n relevant courses of actions to be taken in affected as well as non-affected areas/countries in order to prevent and/or control cause of excess morbidity and mortality.

7. Monitor health facilities to oversee that they provide quality preventive and curative healthcare to the affected population and continue to deliver routine essential health services in addition to responding to the cause of the crisis. Make appropriate recommendations, where necessary.

8. Actively participate in the Health Cluster/Sector needs assessments, including Multi Cluster/Sector Rapid Assessments and Needs Overviews and the reviews and planning for Joint Response Plans.

9. Serve as a Focal point person for implementation of HGSP in Cox's Bazar. Coordinate and manage technical activities and programs

10. Strengthen Early Warning and Alert Response System in Cox's Bazar for epidemic and pandemic-prone diseases for early detection and response to public health events of national and international concern

11. Support establishment of the District Health Emergency Operation Center (HEOC) at the Civil Surgeons Office and strengthen the capacities of surveillance for the effective and sustained surveillance of epidemic prone diseases through training courses on field investigation, detection, data management, and rapid response to epidemics and health outbreaks

12. Collaborate with relevant authorities and partners to coordinate and implement public health response activities as part of the field support given to the district health authorities and undertake regular field supervision visits to assess and evaluate the implementation of HGSP, identify gaps and recommend corrective actions based on key performance indicators

13. support senior management for enhancing operations, and programmatic implementation to achieve WHO strategic priorities and implementation based on analysis of monitoring data and reports.

14. Support resource mobilization efforts and provide inputs on donor reporting.

15. Perform any other duties as assigned by supervisor.16. Prepare and submit routine, end of assignment and financial report (mandatory)

REQUIRED QUALIFICATIONS

Education

Essential: First level university degree in public health and/or health related fields from an accredited/recognized university. Desirable: Master's degree in Public Health.

Experience

Essential: At least 05 years of experience in public health in emergency response or health sector coordination,with emphasis on managing outbreaks and health emergencies and/or health consequencesof emergencies and crises Demonstrated exposure at international level.

Desirable: Previous experience of working in emergency situations, in serviceprovision or service strengthening.

Skills

Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries. Knowledge of working in or with multilateral organizations, preferably WHO. Provide leadership to and manage the staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, and integrity in accordance with the WHO's policies, rules and procedures

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2262 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
