Contract

OBJECTIVES OF THE PROGRAMME

Coordinate technical support to the country in the fight against communicable and non-communicable diseases, provide support for human resources capacity building related to planning, prevention, monitoring and follow-up evaluation of programme implementation plans in collaboration with, IST, regional office and Headquarters.

DESCRIPTION OF DUTIES

Under the overall guidance of the WHO Representative and in close coordination with the technical team in the regional office, the incumbent performs the following:

I-Management

1. Strategic positioning - Adaptation of regional and national action plans

• Ensures sound management through strategic positioning (regional / national work plans).

• Communicates with team members and convince them by sharing the desired vision that is part of the master plan and agenda of the different levels of the organization.

• Translates the organization's orientations into concrete strategies and prioritize objectives and projects to effectively support the implementation of health policies and plans.

• Encourages inter-sectoral work with health and non-health officials and partners.

2. Management of projects and programmes

• Defines work methods within the team and directs the execution of work plans and programs; ensures that monitoring mechanisms are in place to monitor and evaluate progress towards fixed objectives;

• Redistributes resources when priorities change, and funds are available;

• Effectively uses administrative procedures to achieve objectives;

• Operates as a technical and managerial facilitator, aligning WHO projects with the needs of Member States;

• Works closely with national authorities in the country, leads implementation and ensures alignment of projects and initiatives across different programmes, and integrates efforts to ensure a comprehensive approach to health interventions and the resolution of cross-cutting issues and challenges.

3. Leading networking, capacity building, fundraising

• Actively explores the potential for partnerships within a wide network of contacts, including donor partners and national focal points.

• Conducts technical briefings to ensure harmonization of WHO messages and advice by programme team staff.

4. Team management:

• Leads, guides and manages the team;

• Constitutes a competent team by obtaining the best resources, providing learning opportunities, continuously providing coaching and feedback;

• Set clear performance objectives, effectively delegate, monitor and measure progress against objectives;

II- Technical Capacity (see mandate for job-specific information)

• Remains at the forefront of strategic information on key health concerns and uses its knowledge and expertise to systematically analyse problems, overcome obstacles and make key decisions that will lead to effective implementation of technical assistance to the country.

• Plays a leading role in research, forecasting and clinical study initiatives and innovations to help solve health problems.

• Engages in a dialogue at the strategic level to influence national policy and ensure coherence of the views of the programme team and staff;

III- Facilitating/Establishing a supportive environment

1. Networking/Resource Mobilization/Partnership

• Seeks and capitalizes on opportunities to develop partnerships through a wide network of contacts, including donors and national focal points;

• Collaborates with this network to define objectives and implement national programmes, to take advantage of synergies and promote mutual values, and to obtain resources and funding;

• Leads project development activities within the team;

• Proactively influences and incorporates plans with other organic and unit groups within and beyond the Country Office, including IST, Regional Office, Headquarters and External Partners.

2. Capacity building

• Plans the long-term programme for capacity building of Member States;

• Oversees the approaches and tactics of the WHO team;

• Takes responsibility for its own professional development and influences the professional development of others, with a view to maintaining high competence and credibility criteria individually and for its team members;

• ensures the establishment of a correct, comprehensive and timely practice of performance management and staff development for all staff.

3. Advocacy/Communication

• Supervises and guide all advocacy and communication activities, with the objective of influencing national policy makers, and help to implement effective health practices in all sectors of society (Health in All Policies);

• Provides other technical inputs as needed; Provide technical briefings to ensure the accurate and consistent share/dissemination of the Organization's messages and advice by the team and staff members;

4. Others

• Performs all other related tasks as assigned by the supervisor

REQUIRED QUALIFICATIONS

Education (Qualifications):

Essential: University degree in medicine / public health /communicable/non-communicable diseases or related field.

Desirable:

• Master's degree / specialization in public health or epidemiology or related field

• Training in Communicable diseases, prevention and control.

Experience:

Essential: At least five (05) years of professional experience, with increasingly high levels of responsibility, in disease management focusing on investigation, surveillance and control, as well as the formulation of strategies and action plans for the implementation of disease prevention programmes.

• Good professional experience demonstrated at the national level in providing technical advice and services to national counterparts and other partners to solve problems related to communicable and non-communicable diseases.

Desirable: Experience working with bilateral or multilateral organizations would be an asset.

• Working experience with the WHO/ UN.

• A minimum of 3 years of working experience in large public health projects.

• Experience of work in the field with community health workers.

• Experience in coordination of different programs at supervisory level.

Skills

• In-depth knowledge of the country's situation about communicable diseases; good understanding of country’s needs, priorities and policies, as well as WHO policies, practices, guidelines and procedures in related areas and ability to apply them in the country office;

• Excellent knowledge of health and safety regulations and technical aspects of the specialty field;

• Excellent writing and communication skills;

• Commitment to implement the objective of gender equality by ensuring equal participation and full participation of women and men in all aspects of work;

Use of Language Skills

Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French.

REMUNERATION

Remuneration comprises an annual base salary starting at 1114286 Dalasis (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
