OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme is to help countries and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from disease outbreaks and or public health emergencies.

DESCRIPTION OF DUTIES

Assess public health risks and needs of affected populations, status and capacity of the health system including cold chain, laboratory, essential drugs, referral pathways, disease surveillance and health information management;Provide analysis of the public health situation including risks, needs and capacities and advise on priority interventions for health cluster partners, challenges and operational course correctors;Analyse social determinants of health and their impact on the affected population, including identifying inequities, gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation;Collaborate with national and local health authorities and health partners to implement effective, evidence-based public health response interventions as part of the health cluster's strategic response;Support the monitoring of response giving regular feedback to health cluster partners and provide input to information products like sitreps, health cluster bulletins, outbreak bulletins as required;Perform any other related incident-specific duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in health-related field, management, emergency, humanitarian, disaster management or related field from an accredited/recognized institute. Desirable: Master's in health-related field, management, emergency, humanitarian, disaster management;Specialized training in emergency management; specific training in humanitarian response. Medical, nursing or midwifery degree.

Experience

Essential: At least 2 years of related experience in emergency management and operations, with proven experience in emergency response. Substantial experience at both national and international levels in leadership positions, capacity building and their implementation.Experience in developing and promoting collaborative partnerships and/or experience in developing countries.Substantial experience in efficient human and financial resource management. Desirable: Relevant work experience with the health cluster, WHO, other UN agencies, health cluster partners, non-governmental or humanitarian organizations.

Skills

Public health strategies, practices and operations in humanitarian crises and disease outbreaks;Capacity building;Needs assessments in emergency settings;Strategic information analysis and planning, and ability to anticipate and address new trends;Ability to identify and manage difficult situations.

Use of Language Skills

Essential: Intermediate knowledge of English. Expert knowledge of Portuguese. Desirable: Intermediate knowledge of French. Beginners knowledge of Local languagues .

REMUNERATION

Remuneration comprises an annual base salary starting at USD (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
