OBJECTIVES OF THE PROGRAMME

TheDivision of Country Support,Emergency Preparedness and Response (CSE) supports the developmentand delivery of WHO's strategic engagement portfolio in Member States with andwithout country offices. It aims to maximize WHO's impact in countries byhelping them realize their health and development ambitions and strategies inline with the European Programme of Work (EPW) and the Sustainable DevelopmentGoals (SDG). CSE recognizes that each country is different and needs tailoredcollaboration. The Division works by bringing people and units togetheracross WHO divisions, offices and key partners. The Division has theprincipal function to develop mechanisms that help the organization understand,strategize, implement and connect for country impact. In this, it focuses ongathering, analyzing and presenting information for country impact; developing,tracking and refining strategic country engagement plans; supporting programmeimplementation in countries; and facilitating effective collaboration andnetworks within the organization and with countries and partners. This includesworking with partners and Member States to manage and respond to the healthneeds of refugees and migrants, with a focus on access to health services andon preparedness for refugee andmigrant influxes. CSE operates in particular proximity toCountry Offices and provides opportunities for frequent mobility betweenassignments in the Division and in countries (in particular for team leadpositions). Individual technical officers will have -in addition to theirspecific technical focus- a geographic responsibility by virtue of being afocal point for a limited number of country offices, for which they willprovide support across all technical areas covered by CSE. TheDivision houses the WHO HealthEmergencies Programme (WHE) that provides technical guidance andoperational support to prevent, prepare for, detect, rapidly respond to, andrecover from outbreaks and emergencies. WHE assists countries to contain andmitigate the risk of high-threat diseases and infectious hazards; to detect andassess emergency health threats and inform public health decision-making; andto respond rapidly and effectively to emergencies under a coordinated IncidentManagement System. It ensures WHO's work in emergencies is effectively managed,sustainably financed, adequately staffed and operationally ready to fulfill itsmission. Its hub-and-spoke structure ensures country-specific and inter-countryactivities in priority countries.The WHO country office works with the National Authorities toachieve the highest standard of health as a fundamental human right, based onequity and on SDGs principle of leaving no one behind. WHO actions areengrained in the WHO 13th General Programme of Work with its 3 prong objectivesof promoting healthier populations, keeping the world safe through addressinghealth emergencies, and protecting the vulnerable through Universal HealthCoverage. WHO's mandate revolves around six core functions: (i) providingGlobal Health leadership; (ii) shaping the health research agenda; (iii)setting norms and standards; (iv) articulating evidence-based policy options;(v) providing technical support to countries; and (vi) monitoring and assessinghealth trends. The WHO Country Office is an integral part of the WHO RegionalOffice for Europe. Its main role is to facilitate and coordinate all WHOactivities at country level and to implement the European Programme of Work2020-2025 -“United Action for Better Health in Europe” which sets out a visionof how the WHO Regional Office for Europe can better support countries inmeeting citizens' expectations about health. WHO at country level delivers this through practical,actionable and country focused solutions to health challenges, keeping inperspective that achieving health and well-being is a whole-of-societyendeavour; This is done through facilitating the implementation of the BiennialCollaborative Agreement with the country and its corresponding workplan. TheWHO Country Office maintains good working relations and ensures informationexchange between the country and WHO, policy and strategic guidance on Healthissues to all national and international partners in the country, provision ofdirect technical expertise when needed and aims at more community engagementand participation, and to promote health equity.

DESCRIPTION OF DUTIES

To actively support the country work andBiennial Collaborative Agreement (BCA) through the implementation of the coreand project related activities -including preparatory processes and gatheringbackground information from the country, supporting missions and other means todeliver results, follow-up on agreements, changes and developments and activelyparticipate in WHO related country level activities.Key duties: Contribute to the implementation of WHOactivities with a special focus on “United Action for Better Health in Europe”.This includes providing support to the Ministry of Health and other sectors inactivities which include developing, implementing and evaluating nationalpolicies and strategies that help to improve health system performance,inter-sectorial action for health and wellbeing with the involvement ofstakeholders and actors at national, sub-national and sub-regional levelProvide health leadership technical assistanceand policy advice at national level on priority issues such as: strengtheninghealth systems, public health functions, emergency preparedness, surveillanceand response; implementation of strategies and interventions to address thehealth burden of communicable diseases, the environment and non-communicablediseases across the life-course as well as on the implementation of the SDGswith a specific focus on SDG 3 and its targets. Providesupport in the application of tools and guidelines for the improvement ofhealth information and collation of information, data analysis, and preparationof regular and timely briefings, reports, or situation analysis. Support forthe implementation of the activities of the Evidence-informed Policy Network(EVIPNet) at the national level.Assistthe Head of WHO Country Office in all managerial, administrative and liaisonactivities with the Regional Office and support the effective implementation ofall WHO activities in the country as elaborated in the BCA, or other WHO actionplans.Contributeto promoting partnerships in the country with relevant health stakeholders, andcontribute to certifying the correct high technical quality, policy relevantand timely implementation of all tasks and activities carried out under thedonor financed initiatives or in agreed partnerships at country level.Linkwith institutions, associations and non-governmental agencies and scientificbodies, for exchange of information, coordination of activities andimplementation of sector wide approaches.Contribute in mobilizing support and resourcesfor health and advocate for health to be considered as an integral part ofnational development and aid cooperation.Coordinatein the preparations of missions to the country and support consultants incountry or on missions to neighbouring Member States.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in medicine,public health, social, political sciences, economics or relevant areas. Desirable: Master's degree in one of the above fields.

Experience

Essential: At least five 5 years of demonstrated experience atcountry level providing technical leadership and policy advice in any of thefollowing areas: strengthening health systems, public health functions,emergency preparedness, surveillance and response; implementation of strategiesand interventions to address the health burden of communicable diseases, non-communicablediseases and the environment. Demonstrated experience coordinating activities withpartners, stakeholders and donors in the areas public health, health systems orinternational development. Desirable: experience working withinternational organizations, WHO, or the UN in delivering policy advice andtechnical support to countries.

Skills

Demonstrated knowledgeof the national health system. Demonstrated ability inworking with government officials, stakeholders, health actors, civil societyand other networks in the area of public health.Demonstrated advocacyskills. Analytical skills and demonstrated knowledge of health system analysis.Emotionalintelligence; Ability to identify and manage one's own emotions, as well ashelping others to do the same.

REMUNERATION

Remuneration comprises an annual base salary starting at USD 44,617 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
