OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations Unit of the Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and the expansion and strengthening of operational partnerships. EMO also leads on humanitarian policy and guidance, as well as representation to key interagency bodies.

PURPOSE OF THE POSITION

In the context of the WHO Health Emergency Preparedness and Response Directorate, at Regional level, the incumbent will manage the Strategic Health Operations Center (SHOC)/Public Health Emergency Operations Centre’s (PHEOC) systems (hardware and software) and ensure staff support tools are well maintained and operational throughout the full cycle of the health emergency preparedness, recovery and response operations.

DESCRIPTION OF DUTIES

During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. The incumbent will be responsible for below duties:

1. Oversee and manage the critical infrastructure operations of the SHOC/PHEOC by ensuring that all of the EOC’s functionality, systems, hardware, software are well maintained and operational throughout the full emergency management cycle, implement innovative staff support tools for emergency operations.

2. Provides technical leadership, coordination and managerial support within the Department/Programme, in the Unit of EOC Operations ensuring that activities in this area are carried out efficiently and effectively.

3. Contribute to the development and implementation of operational procedures and structures for efficient managing of response to health emergencies, this involves providing technical advice, building partnerships, and liaising with the incident management teams, WCOs, other regions, headquarters, and Member States EOC structures, as needed.

4. Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices (including within the EOC-NET) and provides advice in developing further the concept and operationalization of EOCs for strengthening and improving technical capacity of target clienteles.

5, Support coordination of network of EOCs as applicable; develop a series of new tools, templated and products to synergize activities between the existing structures and procedures for efficient running of emergency operations with the EOC. Manage and report on EOC system initiatives.

6. Promote multidisciplinary and cross-cutting approaches and information-sharing. Provide technical expertise to the information management, telecommunications, geospatial information systems and security management.

7. Manages the programme area in delivering its objectives through efficient managing a team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization.

8. Provide advice and guidance to all WHO staff and responders upon arrival to the incident site, provide the required briefing and guidance, ensure full integration within their respective teams and facilitate their mission.

9. Liaises with and utilizes partnerships in other UN Agencies, Donors including Private sector (Foundations), or research institutions in Public Health Emergencies to position the technical area of work and implementation into Global and/or National policies. Serves as the technical reference among stakeholders at the technical level in the respective area of expertise.

10. Proactively participate in operational support responses to health emergencies. Act as a surge capacity and as a resource on emergency operations when required.

11. Represents the programme area of work at various meetings to advocate for the utilization of EOC for effect and efficient management of emergencies with health consequences

12. Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work.

13. Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables.

14. Promote the development and sustained use of the EOC-NET throughout WHO HQ, Regional and Country Offices and key partners, based on the oversight of EOC-NET working groups, including but not limited to:

  • Building partnerships with institutions, developing and disseminating technical documentation and modules, providing expert advice as part of emergency responses and interventions.
  • Fostering multi-disciplinary and cross-cutting approach and activities to encourage full participation encouraging organization-wide and of key partners.

15. Perform any other related specific duties, as required by the functional supervisor

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree (Master’s level or above) in management, public or business administration, health, information management, related field from an accredited/recognized institute.

Desirable: Professional training in emergency management and/or events management. PhD or Post-graduate degree or studies in one of the above fields.

Experience

Essential: A minimum of 7 years of professional experience in the management of Health Emergency Programs and/or the management of Emergency Operations Centers, including experience in the area of health policies and strategies and information management. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level.

Desirable: Experience in working with the WHO in support of the implementation of the International Health Regulations IHR (2005) or the UN System preferably in the field of emergency planning and response or outbreak control operations. An experience in public health information management will be an asset.

Skills:

  • Concrete skills in the planning and coordination of multidisciplinary public health programmes, which may include the implementation of a public health/disease control programmes.
  • Strong skills in the area of developing and establishing emergency and operational management policies and strategies.
  • Excellent skills and ability in convening and managing diverse teams and financial resources and setting up networks including for information management.
  • Commitment to collaborate effectively with other key partners in the health subject area.
  • Managing multi-disciplinary team(s) under emergency conditions.
  • Demonstrated knowledge and experience in operational support responses to health emergencies and events management.
  • Good skills in mobilizing resources.
  • Ability to engage and communicate effectively and diplomatically with external partners including Ministries of Health, Donor institutions, Civil Society, and other stakeholders.
  • Sound analytical, planning and organizational skills.
  • Ability to work under pressure, obtain results while and adhering to tight deadlines.
  • Tact, diplomacy and courtesy when working in multicultural and multidisciplinary environment.

Use of Language Skills:

Excellent knowledge of English and intermediate knowledge of French Language requirement are interchangeable.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 75.602 USD (subject to mandatory deductions for pension contributions and health insurance, as applicable).

Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
