Result of Service The Department of Healthcare Management and Occupational Health and Safety (DHMOSH) at UN Headquarters is seeking a short-term consultant with expertise of a Public Health Doctor to assist with health awareness and health promotion in communicable and non-communicable diseases; including outbreak monitoring and follow-up with UN duty station. Based on recent COVID-19 lessons learned, the lack of in-house capacity on provision of continuous health awareness and health education in UN field locations was identified as one of the critical gaps within DHMOSH. For effective implementation of disease control strategies in UN missions and UN country teams, there is need to delegate the task to a public health doctor with experience in health promotion and creating health awareness on disease outbreaks and response. This will help DHMOSH make real-time informed decisions on the type of support and recommendations required to support the field location. In addition, the public health doctor will support DHMOSH with the generation of reports and health data associated with the provision of health education and awareness of communicable and non-communicable diseases. This requirement is further in line with the Secretary General’s “Data Strategy for Action by Everyone, Everywhere” that encourages building of new capabilities in data analytics and management to enable data-driven change and decision-making in the Organization.

Work Location This consultancy will be remote, and the candidate will work from their home location.

Expected duration The consultancy is for 10 months duration.

Duties and Responsibilities The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services, and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. This position is located in the Division of Healthcare Management and Occupational Safety and Health (DHMOSH), Office of Support Operations (OSO), Department of Operational Support (DOS).

The Division of Healthcare Management and Occupational Safety and Health provides expert healthcare management and OSH services to all UN secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York-based agencies funds and programs, as well as strategic leadership of whole-of-system medical issues through the UN Medical Directors Network. The Senior Medical Officer reports to the Director of DHMOSH.

  • Support DHMOSH with the implementation of the public health promotion and awareness for communicable and non-communicable diseases.
  • Provide public health technical support on health awareness on outbreak management and response.
  • Educate UN healthcare providers on implementation of public health prevention measures to prevent the spread of communicable diseases.
  • Provide training on communicable and non-communicable disease preventions.
  • Support DHMOSH the implementation and the roll-out of the UN Global Health Challenge program for health promotion on physical activities among UN personnel and UN country teams.
  • Provide all the required technical support on registration, usage and reporting oof data generated from the UN Global Health Challenge program.
  • Coordinate with provider of the ICT platform for the roll-out and implementation of the Global Health Challenge.
  • Conduct outbreak monitoring and response activities to prevent the spread of disease outbreak among UN personnel in UN duty stations and missions globally.
  • Provide technical advice to DHMOSH senior management on disease prevention and health promotion strategies.
  • Review of latest scientific research and evidence needs to be constantly conducted, so that accurate and sound advice can be provided by the Public Health section to senior management of the UN for decision making.

    Qualifications/special skills Education Essential

  • Bachelor’s degree in Medicine, (MD) Public Health,

Desirable - Master’s degree in Public Health, infectious diseases; a combination of relevant training - Academic excellence in research and experience with publications - Professional work experience at national and or international level in public health promotion, outbreak management, and health policy . - Experience in communicable disease surveillance

Experience Essential - At least 5 years’ experience working as public health doctor (B level) - Current registration as a physician is required. - Skilled time management and ability to work with short deadlines - Strong communicator and ability to communicate in both written and verbal format - Excellent collaborator and experience working in teams - Extensive ability in program management - Extensive ability in epidemic intelligence and conducting risk assessments - Ability to work independently with minimal supervision is required - Previous experience in preparing reposts on data analysis

Additional Information Desirable - Prior experience working with the United Nations (UN) or other international organization - Field experience with surveillance systems/monitoring

Knowledge & Skills

Essential - Proficient in Microsoft Office Suite (Word, PowerPoint, and Excel) - Possess very strong quantitative data management and analysis skills - Understand and apply privacy and ethics laws, policies and principles as they apply to health data - Languages Required: English required; second UN working language is an asset
