OBJECTIVES OF THE PROGRAMME

To be the key person in the planning, monitoring and evaluation of country work plan implementation including the planning and management of human resources at the WHO Country Office (WCO); to represent the WR as needed in dialogue with the national authorities on health development initiatives and priorities, and how WCO will strengthen its technical cooperation. To ensure effective utilization of WHO resources within the WHO managerial framework, optimization and mobilization of internal and external resources for national health development, and cooperation and coordination with other UN Agencies, International partners/stakeholders in health and health related work.

DESCRIPTION OF DUTIES

Under the direct supervision of the WHO Representative to Sri Lanka, the incumbent will:

1. Advise and assist the WHO Representative in the following areas:

(a) planning and coordinating WHO country work plans to ensure coordination and alignment of WHO Country work plans with that of national authorities within the general framework of the General Programme of Work, the WHO Corporate Strategy and Humanitarian assistance. This includes programme monitoring and evaluation, technical and financial management, and human resources for planning and development;

(b) maintaining liaison and coordination with national authorities, academic institutions, United Nations Organizations, non-governmental organizations and donor agencies on health sector partnership arrangements;

(c) Contributing to technical and financial monitoring of WHO programme budget, and

(d) Coordinating and formulating efforts for resource mobilization.

2. Coordinate WHO's support to emergencies, especially the on-going COVID-19 effort in Sri Lanka including interaction with Ministry of Health, NGOs, donors and development partners.

3. To assist and support the WR on matters related to WHO Governing Body Meetings (e.g. WR Meetings, High-level Policy, Regional Committee, Executive Board, World Health Assembly).

4. Perform any other duties assigned by the WHO Representative.

REQUIRED QUALIFICATIONS

Education

Essential: Medical degree or advanced degree in health-related sciences. Desirable: Additional qualification at an advanced level in Public Health and/or Programme Management.

Experience

Essential: At least 10 years' experience with considerable experience obtained in an international contextand in developing countries, including technical cooperation in UN system and in programme planning management Desirable: Experience with WHO COVID-19 support at country level.

Skills

Essential: Analytical skills, Public Health management and development skills, research ability, communications skills, planning skills, adaptability, good interpersonal skills.

Desirable: Substantial international and intercultural exposure. Knowledge of managerial process.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2463 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
