The Fiscal Affairs Department of the International Monetary Fund is looking for qualified candidates to fill a technical assistance advisor vacancy in its Public Financial Management 2 Division (M2) in Washington D.C. M2 covers non-Anglophone Africa, the Western Hemisphere, and Asia and Pacific countries. The successful candidate will be expected to participate in capacity development diagnostic and review missions in countries, conduct training and workshops, and advise on development of reform plans in one or more of the following public financial management (PFM) areas:

  • Medium-term fiscal and budget frameworks.
  • PFM legal frameworks.
  • Managing fiscal risks.
  • Budget preparation, execution, and reporting procedures.
  • Cash and debt management.
  • Gender and/or green budgeting.
  • GovTech and digitalization of public finance.

The successful candidate will also be required to manage donor-funded capacity development projects, backstop PFM experts assigned to IMF member countries and regional technical assistance centers, and undertake research and analytical work on PFM topics, including the development of technical notes.

Qualifications

Applicants should have an advanced university degree (at least at master’s level) or equivalent qualification in a relevant subject, preferably in economics, finance or accounting and at least four years of relevant professional experience. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance or international financial institution. In addition, given the specialized nature of the division's work, it is essential that applicants have considerable first-hand knowledge of PFM practices in different countries, and preferably experience with reforming PFM systems and processes. It is also desirable for applicants to have sound working knowledge of IMF policies and processes, and experience delivering PFM capacity development support to a wide range of countries at different income levels.

Candidates should possess excellent written and oral communication skills in English, and knowledge of either French, Spanish, or Portuguese would be beneficial. Candidates should also possess excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective and cooperative relations with national authorities and donors, as well as the capacity to handle sensitive issues with discretion in a multicultural environment.

This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability and continuous business need.
