The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is recruiting an experienced Public Financial Management (PFM) expert to work as a Regional Advisor in the Middle East Regional Technical Assistance Center (METAC). Located in Beirut, Lebanon, METAC supports the development of human and institutional capacities in Afghanistan, Algeria, Djibouti, Egypt, Iraq, Jordan, Lebanon, Libya, Morocco, Sudan, Syria, Tunisia, West Bank and Gaza, and Yemen.

Working closely with staff from IMF headquarters, the advisor will provide capacity development (CD) support to senior officials and technical staff in ministries of finance and related institutions with all aspects of PFM reform, including fiscal frameworks, budget formulation, budget execution, accounting, fiscal reporting, cash and debt management, public investment management, fiscal risk management and fiscal transparency.

The PFM advisor is also expected to: (i) define and implement the METAC PFM work plan in close coordination with the METAC Director and FAD; (ii) contribute to headquarters-led CD activities; (iii) recruit and supervise short-term PFM experts; (iv) prepare and deliver training events such as regional workshops and seminars; (v) participate in outreach activities; and (vi) coordinate with other CD providers and donors.

The advisor is expected to be appointed for an initial period of one year. It is renewable potentially up to a total of 3 years subject to satisfactory performance. S/he will work under the general administrative direction of the center director, while on technical supervision and substantive issues s/he will report to FAD staff in Washington D.C.

Qualifications

Applicants should have an advanced university degree (at least at master’s level), preferably in economics, finance, or accounting and at least 4 years of experience. Preference will be given to applicants with a minimum of 10 years of practical experience in a senior line or advisory position within a ministry of finance, international financial institution, development partners, or major consulting firm.

The successful candidate would have broad experience of supporting the implementation of PFM reforms, excellent interpersonal skills, the ability to maintain effective and cooperative relations with national authorities and donors at a senior level, a willingness to travel extensively, be self-motivated and have an ability to work as part of a team; have well developed analytical and research skills; be proficient in standard office IT applications (such as Word, PowerPoint, and Excel) and have experience in project management. Experience in organizing and conducting training courses and workshops as well as work experience in the METAC region would also be desirable. For this position, strong English oral and written communication skills are required and an effective ability to work in French and/or Arabic are highly encouraged.

For Regional Capacity Development Center (RCDC) selection, in the event a staff member is selected for the position s/he will retain staff status and move laterally for the duration of the assignment subject to the limit of staff assignments earmarked for this purpose. In the event that a contractual employee is selected for an RCDC assignment, s/he will be hired on a Long-Term expert (LTX) contractual appointment basis.
