How can you make a difference?

The main purpose of this consultancy is to undertake a national study to estimate public spending by the government and development partners on ECD services in relation to the age groups which follow for the past 5 years

To qualify as an advocate for every child you will have…

The consultant must possess the following:

  • Masters degree in Economics, Business Studies, Development Studies, Accounting and related social sciences
  • Minimum of 8 years of working on public finance issues and at least 5 years on social sector budget analysis.
  • Knowledge of ECD policies and services in Zambia, and should be based in Lusaka, Zambia.
  • Must be reliable and able to work with little supervision.
  • Strong data analysis skills, including advanced Excel.
  • Excellent drafting and writing skills.
  • Excellent spoken and written English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
