The Office focuses on ensuring the quality of adult literacy and non-formal education through various technical and project support interventions. Within its Youth and Adult Literacy and Basic Education Programme, UNESCO intends to improve equitable access to youth and adult basic education in terms of providing Basic General Literacy courses for learners aged 15 and above who are left behind from formal education due to different reasons. One essential part of the programme is the bottom-up community-based approach through establishment of village literacy committees and capacity building of community mobilizers throughout the country. The community mobilizers will be essential as the liaison between UNESCO, Village Literacy Committees, the authorities at sub-national level and most importantly, the communities and learners. The Village Literacy Committers will consist of community based champions to increase access to and demand for youth and adult education, especially for women and adolescent girls. In addition, UNESCO has established a National Mobilization Technical Working Group (NM-TWG) (as a sub-group of the Platform for Youth and Adult Education) of which the membership will be expanded to literacy partners active in the country. The objective of the NM-TWG will be to join efforts with regards to national and community mobilization to increase access to and demand for youth and adult education, especially for women and adolescent girls, through information sharing, conducting research and community assessment surveys, and in the longer term, developing a strategy for mobilization for the youth and adult literacy (as a part of the National Youth and Adult Literacy and Basic Education Strategy). UNESCO is therefore hiring a public and community outreach officer to support the establishment of a conducive and enabling community-based environment wherein the Basic General Literacy classes and kills Based Literacy classes can take place towards increasing the access to and demand for youth and adult literacy and basic education, especially for women and adolescent girls. Long Description ---------------- **Main Duties and responsabillities:** Under the overall authority of the Director of the UNESCO Kabul Office, and overall supervision of the Head of Education unit and direct supervision of the Non-Formal Education Project Manager, the incumbent shall perform the following duties and responsibilities: **Communication and outreach** - Overseeing the communications activities under the literacy team and advise on written materials, information dissemination, advocacy campaigns, events planning and web developments to ensure high quality and regular profiling of outreach activities; - Developing and implementing a community outreach strategy that aims to raise awareness, mobilize support, and advocate for literacy and education rights, especially for women and girls; - Monitoring and evaluating the impact and outcomes of the communication and outreach activities using appropriate tools and indicators; - Developing new innovative public outreach tools; and - Advising on the strategic direction of public outreach activities of all Youth and Adult Literacy and Basic Education programme components. Long Description ---------------- **Media and partnerships** - Collaborating with media and other partners to disseminate gender-transformative messages and stories of successful learners and facilitators using different formats and platforms; - Establishing and maintaining relationships with local authorities, NGOs, and other stakeholders to coordinate and align literacy and education programmes with the right to education; and - Identifying additional opportunities of engagement with the civil society. - Supporting the roll-out of the National Mobilization Technical Working Group (NM-TWG), by identifying and gathering stakeholders, ensuring systematic knowledge management of the Group and developing an action plan for the NM-TWG, especially regarding production of knowledge materials. **Community engagement** - Organizing community events and campaigns that involve religious and traditional leaders, parents, and other influential actors to support literacy and education activities; and - Participating in networks and platforms that facilitate dialogue, coordination, and collaboration among different actors working on literacy and education at local, national, regional, and global levels. **Capacity building** - Developing a training programme for and provideing capacity building to community mobilizers; - Leading the establishment of Village Literacy Committees in all the provinces where UNESCO is implementing its Basic General Literacy intercention and conducting awareness raising sessions/trainings of the community mobilizers/ Village Literacy Committees; and **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **Required Qualifications** --------------------------- **Education** - Advanced university degree in education, social sciences, development studies or any other related fields. **Work experience** - At least 7 years of relevant work experience in the field of education, public relations/outreach, national mobilization or any other related field. **Language** - Fluency in English (both written and spoken); and - Fluency in both Dari and Pashtu (both written and spoken). **Required Skills** ------------------- - Sensitivity and adaptability (cultural, gender, religion, race and nationality); - Excellent research skills; - Excellent analytical and writing skills; - Competent computer skills for word processing, presentation and data analysis; and - Excellent independent working skills as well as collaboration skills. **Desirable Qualifications** ---------------------------- **Desirable Qualifications** - Previous work experience in education projects in Afghanistan, especially on Youth and Adult Literacy and Basic Education in Afghanistan; - Experience in designing gender-sensitive communications; and - Experience working in the UN system. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
