Across Europe, the IRC delivers programs that address acute humanitarian needs of asylum-seekers and other vulnerable migrants who are newly arrived, stranded or in transit, and programs that address their longer-term integration needs.

Earlier this year, IRC launched its newest country program in Moldova to respond to the Ukrainian crisis in collaboration with local civil society organizations. With a population of only 2.64 million, Moldova has seen over 600,000 refugees cross its borders in search of safety. While most refugees transit onward toward Romania and other European countries, the number of nearly 100,000 Ukrainians and expected to increase in the coming months. Given its small size and limited resources, Moldova's capacity is already under strain with pressures on energy supplies and high inflation. The IRC envisages a humanitarian program in Moldova targeting both refugees and Moldovans, with interventions crafted to save lives and relieve humanitarian suffering, with a focus on education, gender-based violence prevention and response, and protection services along with support for integration.

Job Overview/Summary:

As a member of the IRC Balti team, you will work in coordination with the team to follow the objectives of the project and deliver an impact-oriented implementation of the activities, ensuring effective monitoring and evaluation processes and procedures are followed for the effective management of each project.

Specific

• Assist protection cases with identified mental or emotional disorders referred internally or externally

• Conduct case-by-case needs assessments for the diagnosis of psychological disorders and identification of treatment and therapy

• Develop individual assistance plans and conduct psychological counseling by applying various techniques

• Document progress on cases, maintain strict protocols for confidentiality and consent and ensure that data protection protocols are respected

• Provide group and individual counseling sessions, according to identified needs

• Facilitate internal training to protection staff on the provision of basic psychosocial counseling as part of the case management

• Facilitate training for internal protection staff and communities on psychosocial first aid (PFA)

• Strengthen community-based psychosocial support and peer support group activities

• Work in close collaboration with technical staff (Women’s Protection and Empowerment Manager, Social Workers, and Protection Officer) for the development of the project’s overall PSS component

• Provide mentor and support to the field staff in the implementation of structured PSS activities

• Carry out all tasks respecting key protection principles, including but not limited to: do no harm, non-discrimination, confidentiality, accountability, and need-to-know principles

• Support Protection Officer in developing and/or updating protection tools and training materials in order to meet projects requirements

• Support Program Coordinator and GBV Manager in developing required donor reports, providing relevant insights on protection-related issues

• Establish and maintain collaborative relations with relevant partners and other project collaborators working in the project areas

• Proactively participate in relevant coordination meetings, as requested by the supervisor

Job Requirements:

Education: University degree in Psychology. Digital literacy (Word, Excel, Outlook)

Work Experience: Minimum 2 years of relevant work experience[MV1] [NA2]

Proven Skills & Competencies:

• Analytical and reporting skills

• Respect and adherence to protection principles

• Capacity to work under pressure, flexibility

• Excellent interpersonal and communication skills

• Proficiency in Romanian or Russian, and knowledge of Ukrainian language is an asset

• Solid understanding of English (written and spoken)

Working hours:

• Monday to Friday, 8 hours per day, 5 days a week

• Occasional evening and weekends on request

Professional Standards:

• Adhere to the Code of Conduct every day – on the site and in the community

• Maintain confidentiality

• While in transit sites, all IRC staff must wear appropriate IRC visibility.
