Background Information - Job-specific

The UNOPS Hub in Amman implements projects in Jordan, Lebanon, Iraq, Syria, Turkey, and Yemen, in partnership with bilateral donors, national governments, and other UN agencies. With an established presence across the region, the office runs operations including large-scale procurement, project development, and technical management, and provides financial, human resources, and infrastructure-related services. The functional objective of UNOPS Hub in Amman is to deliver its projects in an efficient and effective manner and in line with the principles, rules and regulations of UNOPS, in order to support the response to the current needs and national priorities in the region.

UNOPS is providing human resources (HR), personnel management, and operational support services to a number of UN agencies including UNHCR, UNICEF, UNFPA, UNDP, UNRWA and WHO across the Amman Hub.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Functional Responsibilities

In line with UNOPS policies and guidelines, the PSEA senior officer will perform various tasks and provide vital technical inputs to all activities pertaining to the Prevention of Sexual Exploitation and Abuse (PSEA) in the Amman Operational Hub.

To achieve the job purposes, the PSEA senior officer will perform the following specific tasks:

Strengthen the PSEA efforts of the Amman Operational Hub

The presence of the PSEA senior officer does not lessen the responsibility of project managers and other personnel to mainstream PSEA throughout their projects and activities. The PSEA senior officer supports project managers and other UNOPS personnel to follow good practices in PSEA implementation, while final responsibility for institutional PSEA efforts lies with the Hub Director.

The PSEA senior officer responsibilities include:

  • Support the Amman Hub PSEA focal persons in implementing the Amman Hub PSEA action plan for 2020 and beyond
  • Support the Amman Hub PSEA focal persons to carry out PSEA risk assessments for the countries of operation of the Hub (Jordan, Iraq, Yemen, Syria, Djibouti, Lebanon)
  • Support the Amman Hub PSEA focal persons in updating the Hub PSEA action plan for 2021, based upon the risk assessment
  • Support the Amman Hub PSEA focal persons to train UNOPS and contractor/implementing partner staff and raise awareness of end beneficiaries (communities) on PSEA

More specifically, the PSEA senior officer will take on the following tasks:

  • Support Amman Hub personnel to implement SEA prevention, risk mitigation, and put in place response measures during planning and project development, and programming
  • Develop and conduct trainings for UNOPS and contractor/implementing partner staff on PSEA including appropriate conduct for aid workers and how to submit and receive complaints under internal and inter-agency reporting systems
  • Develop and conduct awareness raising activities/sessions for local communities across the Hub countries on PSEA and reporting pathways
  • Develop, produce and facilitate the dissemination of PSEA awareness communication materials to field staff, project sites as well as contractors/implementing partners
  • Ensure that PSEA content is included in staff induction, contracts and subcontracting, and job evaluation criteria
  • Support the development of a system for the assessment of implementing partner/contractor contact with beneficiaries and capacity to implement PSEA measures
  • Insert and enforce PSEA clauses in partnership contracts that clarify reporting and investigation responsibilities
  • Support the establishment of a system of Field-Level PSEA Focal Persons at all project sites
  • Support the inclusion of SEA reporting modalities in new project GRM for all Hub projects, as appropriate, while taking into consideration confidentiality criteria

The objectives for the PSEA Senior Officer (PSEA) are:

  1. Contribute to the prevention of sexual exploitation, abuse and harassment in the hub and reinforce and implement UNOPS zero tolerance approach for inaction (with UNOPS partners), through trainings and capacity building
  2. Increase knowledge of the principles of sexual exploitation, abuse and harassment amongst UNOPS Amman Hub personnel, implementing partners and selected suppliers
  3. Increase the ability of UNOPS Amman Hub personnel, implementing partners and selected suppliers to implement measures to prevent and respond to sexual exploitation, abuse and harassment

Education/Experience/Language requirements

a. Education

  • Advanced University degree (Masters or equivalent) in monitoring and evaluation, social work, social sciences, gender, international development, public management and administration or other relevant related fields is required.
  • A first-level degree combined with two additional years of work experience may be accepted in lieu of an advanced degree.

b. Work Experience

  • At least three years of experience in any of the following areas (including a combination): prevention of sexual exploitation and abuse, gender, gender based violence, sexual harassment, workplace conduct is required.
  • Understanding of the international development and humanitarian architecture
  • Strong quantitative and qualitative data analysis skills are preferable.
  • Experience of working and/or cooperating with multiple development partners, including multilateral institutions would be an asset.
  • Previous involvement with and knowledge of the UN system, government, international Non-Governmental Organizations and Local Civil Society Organizations in Jordan and/or the wider Middle East is preferable.
  • Proven ability to implement an Action Plan.
  • Experience in developing and facilitating training and capacity-building activities is required
  • Familiarity with data protection and confidentiality measures is an advantage.
  • Computer literacy in Microsoft packages (MS Word, MS Excel) is required.

c. Language:

  • Fluency in English and Arabic

  3. Contract duration: Ongoing ICA – ‘Open-ended, subject to organizational requirements, availability of funds and satisfactory performance.’
