Contract

This is a UNV National Expert contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Expert contracts.

The UNV-PSEA Officer will work under direct supervision of Program Manager-PSEA. For day-to-day supervision and guidance, the UNV-PSEA Officer will report to their respective Chief of office , and technical guidance and close coordination with PSEA focal points of the respective province (Baluchistan). The Officer will work closely with other PSEA Focal Points, Gender/GBViE Focal Points, and all other Programme Sections in their respective Field Offices (Baluchistan) and other related sub offices and hubs to accelerate implementation of PSEA in the province to strengthen Safeguarding and SEA prevention, reporting and response systems in both humanitarian and development contexts. He or she will also support GBV risk mitigation efforts across all UNICEF's programming sections. The UNV-PSEA Officer will directly work with PSEA Program Manager related to PSEA functions including case reporting, Assessment and UNPP functions.

  1. Engagement with and Support to the Affected Population

-Support in designing and dissemination of gender sensitive PSEA and Safeguarding awareness training tools, IEC materials and other awareness raising messages, and support all sectors and CSOs to design and facilitate awareness raising events for the community members with an emphasis on SEA and Child Safeguarding key messages, staff and beneficiary reporting obligations, creating safe and accessible reporting channels and victim's assistance. -Within the PSEA network, strengthen inter-agency community-based complaints mechanism incorporating UNICEF existing complaint and feedback mechanisms in line with AAP/SBC strategies and PSEA good practice. -Support the provincial PSEA network to conduct community consultation to identify barriers and challenges in reporting PSEA/ Safeguarding. -Ensure women and girls (including those with disabilities) are consulted and involved in assessing affected communities' needs, planning/designing, implementation, and monitoring and evaluating interventions. -Support all sectors to integrate messages in their outreach activities about PSEA and essential GBV services.

  1. Internal Capacity Development and Technical Support

-Support PSEA Program Manager, together with the PSEA team in provinces, update UNICEF PSEA Action Plan related to KP and Quetta, and provide technical and monitoring support on the implementation of the PSEA Action Plan for the Field Office. -Support Chief of FO, PSEA Program Manager, PSEA Focal Points in the Field OfficePSEA, to complete the PSEA HACT assurance activities in UNPP and work closely with CSOs to develop action plans, -Together with PSEA team, deliver refresher PSEA training, Child Safeguarding training, GBV Pocket Guide training, and awareness-raising sessions for UNICEF staff including contractors, consultants, volunteers. -Contribute to strengthening inter-sectoral contribution to prevention and response to SEA and enhance the capacity of UNICEF PSEA Resource Persons to lead PSEA activities in their sections/sectors.

  1. Partner Capacity Development, Institutional Development and Technical Support (including emergency contexts)

-Collaborate with UNICEF sections to UNICEF Implementing Partners PSEA Procedures and UN Protocol standards. -Support the PSEA focal point; to enhance the capacities of CSO partners on Child Safeguarding policies and guide them in developing their own policies, action plans, and monitoring tools. To establish mechanisms for institutional support and assist selected UNICEF and implementing partner staff in replicating PSEA and Child Safeguarding training and awareness initiatives. -To coordinate the timely implementation of the PSEA Action Plan with CSOs. -Provide technical guidance to partners for incorporating mandatory PSEA indicators and actions in their PCAs/PDs and for regular reporting on PSEA results.

  1. Receiving and Responding to SEA allegations

-Assist the Program Manager PSEA and Chief Field Offices in receiving Sexual Exploitation and Abuse (SEA) allegations, ensuring they are reported to the UNICEF PSEA Manager within 15 minutes. -Collaborate with the Child Protection Section and CP/GBV AoRs to update the referral services mapping matrix and support the formalization of referral service mapping for the province. -Under the Program Manager PSEA's guidance, provide technical support to UNICEF staff and implementing partners to enhance internal reporting procedures and ensure timely reporting of SEA incidents to UNICEF.

  1. Inter-agency coordination at provincial level

-Support PSEA FP of FO to coordinate Provide lead support to the provincial IA PSEA team to strengthen Provincial PSEA Network. -Participate and represent in the Inter-Agency PSEA and Gender/CP/GBV Network meetings and events. -Support PSEA FP of FO to coordinate support identification of potential new partnerships and leverage existing partnerships to accelerate PSEA, child safeguarding implementation at Field Office level -Participate and support inter-agency protection related coordination efforts including needs assessment, service mapping, establishing, and updating referral mechanisms, and capacity building.
