UNICEF is the UN organization mandated to protect the rights of every child, everywhere, especially the most disadvantaged and its vision is “to create a world where the rights of every child are realized”.

This UNV assignment is part of UNICEF commitments and responsibilities regarding protection from sexual exploitation and abuse through the assignation of dedicated personnel to build internal capacity to prevent and respond adequately to SEA in its humanitarian interventions. Moreover, the PSEA/GBViE Specialist will support the development, implementation, monitoring and evaluation of UNICEF’s PSEA/GBV-related emergency preparedness and response in Burkina Faso, ensuring overall efficiency, effectiveness and delivery of results in accordance with the UNICEF Core Commitments for Children in Humanitarian Action and national and international humanitarian standards.

Within the delegated authority and under the supervision of Chief, Child Protection Section or his/her designated mandated representative(s), the UN Volunteer PSEA/GBViE will:

PSEA programming • Contribute to initiatives to strengthen UNICEF’s capacities to prevent and respond to sexual exploitation and abuse within all interventions ; • Support to implement, monitor and report UNICEF Burkina Faso Office’s Action Plan on PSEA which focuses on enhancing UNICEF and partners’ capacity to prevent and respond to SEA in line with organizational processes and procedures; • Support the country office in managing and coordinating SEA concerns and allegations, supporting partners to implement internal complaints and investigation procedures; • Together with C4D and Gender Specialist, in liaison with the PSEA Network, develop awareness raising materials for UNICEF office and partners; • Support and advise the Country Representative on the reporting of SEA allegations through the internal notification alert; • Receive complaints and reports about alleged SEA (from staff, partners, community members and others); • Ensure that all information pertaining to complaints is handled and referred strictly in line with agreed protocols: the internal UNICEF notification alert and inter-agency information sharing procedure agreed with the PSEA Task Force; • In coordination with the Chief of Child Protection in Burkina Faso Country Office, ensure that child survivors of SEA access assistance; • In coordination with the Chief of Child Protection in Burkina Faso Country Office, monitor the quality of assistance and follow up provided to survivors of SEA by UNICEF partners. Interagency response coordination • Participate in the PSEA taskforce coordination meeting, as well as working with the PSEA taskforce taking forward actions including: development of information sharing and messaging strategies on SEA across the PSEA taskforce members; strengthening the setting up of Community Based Complaints Mechanism for an increased reporting of SEA; development of outreach and sensitization on SEA in the communities; training PSEA Focal Points and staff from humanitarian organizations; • Support the implementation of community-based complaints mechanism (CBCM).

Capacity building and system strengthening • Support the UNICEF teams in field offices to institutionalize PSEA efforts within their programmes and operations, monitoring and facilities (e.g. HACT, Supply section, programme component teams, etc.) including support to operationalize reporting mechanisms and adaptation of tools; • Ensure that the annual UNICEF Country Office PSEA workplan is operationalized at all levels and with all sectors; • Develop and disseminate IEC materials in all UNICEF-supported sites; • Provide technical review of Programme Documents and other programme and operational documentation to ensure inclusion and adherence to PSEA requirements in all such documents; • Support the roll out of partner training on PSEA and Child safeguarding and support the development of internal capacity for further training within the partner organizations; • Support partners and UNICEF vendors to have PSEA policies and structures in place, aligned with international standards and UNICEF systems; consult and follow up with partners on codes of conduct and risk mitigation plans including technical review and support as required by partners; • Lead knowledge management for UNICEF on PSEA including developing and updating the SharePoint drive for office staff to access PSEA policy and guidance materials. GBViE programming and technical support • Develop appropriate GBViE strategies and implementation frameworks to deliver a comprehensive package of GBViE prevention and response services, in collaboration with the regional office and HQ. • Consolidate the GBViE situation analysis based on available information. Advise on what additional GBViE-related information is needed through one-off data collection or strengthening of available GBViE information systems, to guide the response; • Ensure that child and women survivors of GBV receive holistic support including psychosocial, medical, access to justice and any other required assistance following key principles; • Undertake field visits at emergency locations to assess GBViE programme progress, identify major problems and constraints, and propose actions and solutions.

Planning and organizing: effective organizational and problem-solving skills and ability to manage a large volume of work in an efficient and timely manner; Communication: proven interpersonal skills; good spoken and written communication skills, including ability to prepare clear and concise reports; Flexibility: adaptability and ability to live and work in potentially hazardous and remote conditions, involving physical hardship and little comfort; to operate independently in austere environments for protracted periods; • Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards UNICEF’s mission and vision, as well as to the UN Core Values.

A minimum of 3 years of professional work experience at national and international levels in emergencies with a focus on GBV and PSEA; • Technical knowledge of GBViE and gender issues in humanitarian context; • Strong training skills, coordination and communication skills (both written and oral); • Information Management skills will be an asset; • Developing country work experience and/or familiarity with emergency is considered as an asset.

Ouagadougou is a family duty station in Burkina Faso. The country has relatively good infrastructures, running water, electricity and housing. Given recurrent terrorist attacks and inter-community conflicts, it is imperative that all UN Volunteers familiarize themselves with security guidelines and the situation upon arrival in the country.

UN Volunteers should be aware of risk of tropical diseases. Following diseases are prevalent: Malaria, Dengue, Meningococcal meningitis, Schistosomiasis, Tuberculosis (Health information- World Health Organization). All UN Volunteers have 24 hours access to medical services at UN clinic.

Yellow fever vaccination is mandatory to enter Burkina Faso and all travellers who are not fully vaccinated must present a negative COVID-19 PCR test upon arrival in Ouagadougou. The test result must be dated within five days of arrival.

Burkina Faso is characterized by a dry tropical climate with a long dry season and temperatures are high throughout the year. Therefore, it is advised to bring light clothing.
