What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949.

We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence.

The aim of the ICRC Physical Rehabilitation Programme (PRP) is to ensure that an increased number of peoples have access to appropriate and quality physical rehabilitation services in line with the objectives pursued by the sector and provided by centres that should progressively become better self-sustainable.

Purpose

Within the PRP (Physical Rehabilitation Programme), the new Digital Centre Management System (DCMS) for service providers is already designed and developed based on 2 selected open source applications:

- Electronic Medical Record / EMR on OpenMRS : To manage clinical data related to beneficiary’s data and physical rehabilitation services efficiently.

- Enterprise Resource Planning / ERP on Odoo : To optimize stock management and financial processes, to follow up on devices manufacturing, maintenance and human resources.

The Medical application Project Manager will ensure the Second phase of the project by implementing the entire deployment of the DCMS in up to 100 ICRC assisted service providers worldwide within the coming years.

This second phase intakes the training of users, the monitoring and maintenance of the tool, the team coordination (functional and ICT) as well as communication with the ICRC offices.

Main role / tasks

  • The Medical Application Project Manager will work in close collaboration with the ICT Project Manager to follow up on project implementation (including team management), activities, budget and timeline.
  • Leads and manages the implementation and monitoring of the roll out plan, together with the Change Management Officer and the Subject Matter Expert / Deployer.
  • Provides the expertise about the training, use and follow up of the ERP for both partners and ICRC PRP.
  • Defines and coordinates the roles and actions of local teams (both partners & ICRC PRP) before, during and after the deployment.

Accountabilities & Functional responsibilities

  • Follow-up of the transversal approach with Health unit and other digital projects.
  • In collaboration with the PRP Coordinator, maintains an overview of the project's progress and expected benefits.
  • Organizes, coordinates, facilitates and reports on all project management activities necessary to achieve the project's objectives, in accordance with the ICRC's Project Management Framework.
  • Ensures that project controls are performed and recorded, conveying any changes in scope, time or budget to the Steering Committee for validation.
  • Together with the subject matter expert / deployer who is under her/his responsibility, maintains and adapt a detailed work plan, documenting and managing interdependencies, lessons learned and risks while ensuring that appropriate risk-mitigation measures are in place and regularly monitored.
  • Works with the subject matter expert / deployer in organizing and implementing the Training of Trainers (ToTs). Develops especially the training tool for the ERP.
  • Reviews with the ICT Project Manager the work plans of external service providers or consultancies contracted for the project.
  • Follow up together with the Change Management Officer the implementation of the strategy to accompany the changes brought on by the project, for instance through communication and training.

Scope & Impact

  • Scope: deployment of the application in all ICRC physical rehabilitation projects in 41 countries and wider when DCMS will be distributed to non-ICRC service providers.
  • Impact: to get a better physical rehabilitation service provision through an improved data gathering and analysis, and an increased efficiency supported by the digital tool.

Certifications / Education required

  • Certification in Project management and proven experience in managing various Digital project
  • Certification in Enterprise Resources Planning
  • Bachelor's degree in the field of Health Science
  • Prosci Change practitioner certification an asset

Professional Experience required

  • 5 to 6 years' professional experience in the field of Enterprise Resources Planning
  • Experience required in medical logistic and administration
  • Strong experience in Project management cycle
