Current national climate targets under the Paris Agreement - known as Nationally Determined Contributions, or NDCs – may need more support to put countries on a safe and sustainable path to climate neutrality by 2050. And greenhouse gas (GHG) emissions that cause climate change have been on the rise since the landmark decision was reached in 2015.

The Climate Promise is UNDP commitment to support at least 100 countries enhance their NDCs by 2020. UNDP will work with countries to make their NDCs more technically robust and include new ways governments can step up their climate actions, as well as finance these bold new goals.

UNDP teams will support countries in undertaking an inclusive and transparent process to revise their NDCs that engages government at all levels, as well as citizens, private sector, and other key stakeholders and partners – bringing all voices to the table to agree ways to curb GHG emissions while also creating more resilient communities and protecting natural spaces.

The objective of this assignment is to support the programme and procurement units in successful implementation of the project’s activities.

Duties and Responsibilities

Under this assignment the individual Contractor is expected to support the programme and procurement units in developing the Procurement action plans, development and verification of Terms of References according to UNDP rules and regulations and programme requirements, sourcing of eligible, vendors and successful implementation of procurement processes.

The consultant will undertake the following activities:

  • Support the Procurement team to develop and update procurement plan including costing, scheduling and applicable procurement methods.
  • Support the Procurement team in proper organization, implementation, monitoring and control of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations, and in accordance with the annual workplan, budgets, and procurement plan of the Global Fund projects.
  • Review specifications, terms of references, and statement of work provided by the project implementing units to ensure completeness, accuracy and compliance with quality standards and objectives of the project; and to implement the procurement of goods, works and services, including the negotiation and awarding of contracts, in accordance with UNDP rules and regulation and the norms and procedures established in the Grant agreements, project documents, procurement plans and work plans.

Required Skills and Experience

Education:

  • Educational background or certificate in Business Administration or Commercial Management;

Experience:

  • Minimum two years of experience in procurement area;
  • Having previous working experience with UNDP is considered as an advantage;
  • Having previous working experience in Environment is considered as an advantage

Competencies:

Having working knowledge in English (reading, writing, and speaking)
