The Iran Country Coordinating Mechanism (CCM) for the projects under the Global Fund to fight HIV/AIDS, Tuberculosis (TB), and Malaria (GFATM) has been established in accordance with the mandate laid out by the GFATM Board. The structure and the concept of the CCM are intended to reflect the principles of national ownership and participatory decision-making. This unique public-private partnership at the national level constitutes the governing body for the use of GFATM resources in recipient countries. The CCM is responsible for coordinating the submission of fresh proposals, processing requests for continued funding, selecting principal recipients as well as monitoring and oversight of all GFATM grants and projects implemented with these grants.

The Iran-CCM is a national multi-stakeholder public private partnership established in 2002. The CCM currently comprises members from the Government, Civil Society Organizations (CSOs), academia, private sector, and UN agencies.

At the present I.R. Iran is the recipient of HIV/AIDS-New Funding Model 3, Multi-Country -TB, and Covid-19 Response Mechanism (C19RM) grants from the Global Fund.

Out of the different roles of the CCM, oversight is the key function of the Country Coordinating Mechanism (CCM), focusing on the essential financial, programmatic, and management aspects of the grant portfolio. The CCM Iran Secretariat has decided to strengthen the oversight role of the CCM by recruiting a national consultant to support its oversight function. S/he will play a key support role for this function, which ranges from facilitating logistical arrangements and coordination with the oversight committee to information synthesis and analysis.

The consultant shall provide the below outputs:

1. Support Oversight Planning and Implementation

2. Provide Technical and Administrative Support to the CCM Oversight Committee

3. Facilitate and support analytical data-driven discussions and decisions

Academic Background:

• Advanced degree (master degree or higher) in medical sciences, public health, or relevant field is mandatory.

Experience:

• At least 2 years of experience in monitoring & evaluation or oversight of health/HIV/TB projects/programs is required.

• Experience in project-level or state/national-level monitoring and evaluation system implementation is required.

• Familiarity with epidemiologic indicators for HIV, TB, and financial indicators is required.

• Familiarity with the Global Fund CCM Policy and Oversight Function is desirable.

• Familiarity with the country’s health system structures is desirable.

• Experience working in a multi-stakeholder governance environment is an asset.

Language requirement:

• Fluency in Farsi and English working language is required.
