In PNG, almost half of the children under-five are stunted according to the Health Income and Expenditure Survey (HIES) 2009/2010 (Only 3 other countries in the world have a prevalence of this magnitude). Stunting has long-term consequences for children’s survival and development because of its effects on brain development and learning performance. Its negative impact on adult’s health and national productivity, and its strong association with increased morbidity and mortality are well documented. In addition, about 27 per cent of five children are underweight while 14 percent are wasted. Papua New Guinea (PNG) has the highest rates of all dimensions of child malnutrition in the region and is off-track on all the global nutrition targets.

To address the high stunting rates, a multi sectoral approach is proposed whereby both nutrition specific interventions (also known as Direct Nutrition Interventions-DNI) are implemented alongside nutrition specific interventions across sectors (Lancet series 2013). The implementation of nutrition services in PNG is weak if not in existent whereas capacities in nutrition service delivery are low. Nutrition services are provided in small bespoke geographic areas with limited accessibility and coverage. To address this, UNICEF will carry out a proof of concept initiative to pilot the integration of nutrition services into the health care system and at community level. Consequently, there is need for dedicated human resources at the sub national level to support the routine provision of nutrition services through mentoring, coaching and on the job trainings. The Provincial Nutrition Officers will work closely with the Provincial Health Authorities (PHAs) to support multisectoral coordination, provide supportive supervision to front line health care workers, mentor and support them on an ongoing basis.

How can you make a difference?

Working under the direct supervision of the Chief health and Nutrition, the consultant will;

i) Support nutrition service delivery at health facility and community level including data collection and reporting.

ii) Support the establishment and operationalization of multi sectoral coordination at provincial level.

Work Assignment

  • Facilitate coordination, planning and review meetings with government.
  • Facilitate working sessions with health care workers at health facility and community levels.
  • Conduct field visits to provide on the job technical support, coaching /orientation and or training of front-line health workers.
  • Lead engagement with relevant sectors for the implementation of multisectoral approaches to nutrition.
  • Support to programme development and planning.
  • Programme management, monitoring and delivery of results
  • Technical and operational support to programme implementation.
  • Networking and partnership building
  • Innovation, knowledge management and capacity building.

To qualify as an advocate for every child you will have…

  • Bachelors - A university degree in one of the following fields is required: nutrition, public health, nutritional epidemiology, global/international health and nutrition, health/nutrition research, policy and/or management, health sciences, nutritional epidemiology, or another health-related science field.
  • Minimum 2 years directly relevant work experience in nutrition, analysis, and data management. Experience with information systems, statistical analysis including the use of relevant software.
  • Fluency required in English.
  • Strong verbal and written communication skills
  • Willingness to travel and work in field environments
  • Candidate must be a national of PNG.
