Position: Provincial Coordinator – Universal Coverage of Vaccines

(Disclaimer: World Vision International - Cambodia (WVI-C) is seeking four Provincial Coordinators to lead an anticipated GAVI funded project in Cambodia.)

POSITION BACKGROUND: Gavi Alliance’s (“Gavi”) mission is to save children’s lives and protect people’s health by increasing access to immunization in poor countries. Gavi’s 2021-2025 strategy (Gavi 5.0) has equity as its organizing principle, with a focus on reaching more than ten million children who do not receive a single routine dose of vaccines in Gavi-supported countries each year. These children often live in missed communities and face many dimensions of vulnerability including poverty, socio-economic inequities, stigmatization and gender-related barriers that impede access to immunization.

Actual hiring is contingent upon winning the bid for this contract. The candidate is expected to have expertise in project implementation and will require good engagement and networking skills. The successful candidate is expected to represent and stand for the Core Value of WVI in external platforms. The Provincial Co-ordinator (PC) will have 1-2 District Co-ordinators depending on the geographical location and primarily working with the Provincial Health Department (PHD) and District Co-ordinators covering 10 Operational District (OD). The PC will report to Technical Project Manager (TPM) who will be leading this project.

  • Project Implementation: Implement the project in the respective province along with the PHD and OD based on the guidance given by the TPM. Provide support in the collection of extensive information through bottleneck analysis, and barrier analysis to develop the social and service delivery profile. Support the ODs in the implementation of the interventions agreed with the National Immunisation Programme. Co-ordinate with the ODs to guide the health centers to reduce the zero-dose burden. Ensure the VHSGs receive the capacity-building in coordination with the ODs and the Health Center based on the gaps and engage them to raise the demand for improving zero-dose vaccine coverage.
  • People Management: Manage the District Coordinators and equipping them to deliver the responsibilities. Ensure there is regular reflection meetings with team members and they have the necessary guidance and tools to implement the project effectively.
  • Financial Management: Follow up with the OD chiefs to draft the work plan and budget to implement the interventions proposed by the ODs. Ensure the timely completion of activities in co-ordination with the District Coordinators, OD Chief, and Health Center Chief, especially the quantitative and qualitative data collection.
  • Stakeholder Management: Mobilize the Health Centers and VHSGs for collective action through regular field visits. Develop smooth working relationships at the PHD and OD levels. Represent, network, and build relationships with external stakeholders.
  • Monitoring Evaluation, and Reporting: Monitor and review the data collected at the OD level and Health Center level. Coordinate within the ODs to review the vaccination data, and develop action plans to overcome the gaps and challenges. Ensure learnings from the respective ODs are captured and integrated in ongoing planning and monitoring. Support in conducting the baseline, mid-term, and final rapid coverage and community assessment of the vaccine.

REQUIREMENTS:

  • Bachelor's degree in health-related fields such as nursery, midwife, and public health.
  • At least 4 years of relevant professional experience in implementing projects/grants related to maternal and child health and vaccination.
  • Excellent networking skills with government officials working at PHD and OD level.
  • Good capacity-building and facilitation skills
  • Knowledge of community mobilization techniques is an added advantage
  • Good analytical/problem-solving skills.
  • Competent in verbal and written English communication
