Position: Provincial Coordinator - The Improved Service Delivery with Social Accountability Integration for the Citizens in Cambodia (ISD with SA Project)

(Disclaimer: World Vision International - Cambodia (WVI-C) is seeking two provincial coordinators to play as a strategic role for the ISD with SA project which being funded project in Cambodia)

POSITION DESCRIPTION:

Actual hiring is contingent upon winning the bid for this proposal. The project is looking for a potential candidate to fulfil the role of provincial coordinator. S/he will play a strategic role to ensure the project implementation following the social accountability framework and government policies within a strongly advocate with the Sub-National and local service deliveries to support the project in their respective target areas. In addition, s/he engages in and ensure proper liaison and networking with government departments and represent in high level meetings of the ISD with SA project in their respective province. S/he also respond to lead, manage, and support to CF network to led the ISD with SA project activities based on the approved project proposal.

MAJOR RESPONSIBILITIES

  • Provide Oversight, guidance and technical support to CF Networks and CF Leaders at districts/municipal in the target provinces and government staffs to meet the expected outcomes of WVI-C Social Accountability (SA) implemented activities at district and provincial level.
  • Prepare and annul work plan, conduct monitoring of data, provide project report on SA implemented activities from the target districts.
  • Work with Senior Project Manager to deliver technical awareness and training on SA to CF leaders, ensure the planning, monitoring, learning, and evaluation of SA are achieved for SA project in target province
  • Promote learning and sharing of good practices and develop sectoral standards relevant to the SA learning platform.
  • Ensure the budget preparation and monitoring within SA district level is completed on times, while local partner is able to maintain accountability to WVI-C and donor guideline and requirements.
  • Represent WVI-C, especially for the required sector meetings and ensure the civil society actors and local government are equipped and empowered to facilitate social accountability processes SA in target district/municipal.

REQUIREMENTS:

  • Bachelor degree in any relevant fields such as Law, Public Administration, Education, Agriculture, Rural Development, Social Development, General Management, Business Administration, Development and Management or any related fields.
  • 3 years of relevant professional experience related social accountability, social networking, good governance, public administration, or any relevant roles
  • Technical knowledge in project management, good governance and social accountability
  • Good understanding of advocacy issues in a development context
  • Strong understanding of public policy, government decision-making processes (especially at the sub-national level) and other civil society networks and coalitions.
  • Understanding of at least one area of public service – OWSO, Ombudsperson Office, Waste or Water Management.
  • Strong communication, negotiation, influence, problem solving, networking, and partnerships skills
  • Presentation / public speaking skills
  • Khmer is mother tongue and good English communication in both writing and speaking
