Result of Service Ultimate goal of the assignment is to strengthen the coordination at provincial level among respective UN Agencies, Funds and Programmes, as well as linkages with govt. counterparts and other stakeholders. The consultant will also be responsible to coordination with Provincial Programme Teams (PPT), roll-out of UNSDCF/OPIV at the field level and to provide support to Provincial Planning Team for coordinating SDGs initiatives.

Work Location Karachi, Multan and Peshawar

Expected duration Expected duration is 09 months starting from 01 April 2022 to 31 December 2022. 20 working days per month @ PKR 15,000 per day totalling to amount PKR 300,000 per month equivalent to USD 1724 per month. Total cost for 09 months will be PKR 2.7 million equivalent to USD 15,517.

Duties and Responsibilities Under the overall guidance of Head of RCO and Provincial Programme Team (PPT) Chairs, the Provincial Coordination officers will be responsible for providing coordination support to the UN team in the provinces.

Provide secretariat support to inter agency forums (including provincial programme teams) and joint UN-Government forums (including the provincial steering committees).

Support strengthen UN coordination with the provincial government counterparts.

Support the UN team in the provinces in joint planning and reporting.

Regular monitoring and analysis of developments in the province and support the preparation of analytical reports highlighting social, political, development and humanitarian and other relevant factors.

Track progress of decisions of PPTs, PSCs and other coordination forums.

Provide substantial support to the PPTs and working groups on SDG’s, including technical inputs for the SDG localization efforts (including consultations) in the province.

Prepare workplans for the PPT and PPT level SDGs localization planning in consultation with P&D department.

Support the efforts of the UN agencies in the application of the UN MAPS approach for SDGs, allowing for synergies and complementarities of efforts.

Analyze provincial development progress, governmental priorities, strategies and development planning in reference to the UN work and provide periodic briefings to the PPTs.

Prepare and maintain analytical mapping of UN work in the province with the provincial government priorities.

Enable inter agency exchange of technical resources, knowledge management and lessons learnt.

Support the collection of information to improve coordination activities, information products and inter-agency reports.

Support inter agency collaboration to promote joint UN work and convening of stakeholders, including preparation of concept/working notes.

Support the development and implementation of UN Sustainable Development Cooperation Framework (UNSDCF)/OPIV.

Plan, prepare and finalize field mission plans of RC to the respective districts of the provinces.

Coordinate with other UN Agencies, Funds and Programmes to collect and compilation of relevant project documents and prepare complete briefing packages for the missions.

Liaise with UN Department for Safety and Security (UNDSS) and finalize all field level security arrangements for RC's mission.

Perform other duties, as assigned by the RCO and UN provincial lead staff (PPT Chair).

Qualifications/special skills Academic Qualifications: Master’s degree in political sciences, social sciences, law, international relations, or a related field.

Experience:

At least 5-year previous professional experience in coordination, development or related field. Relevant professional experience within the UN common system would be a strong asset. Fluency in Urdu, English (written and spoken) is required. Must be able to write thorough and concise functional and design specifications as well as easily readable end user documentation. Must be well able to brainstorm with others, thrive in a collaborative team environment, multi task, and quickly adapt to change. Strong technical analytical and problem-solving skills; Strong interpersonal communication skills both verbal and written

Language: Fluency in English (written and spoken) is required. Knowledge of local languages of the respective duty stations is desirable.
