The project titled "Enhancement of National HIV Response with Focus on Target Beneficiary Groups in line with the fifth National Strategic Plan (5th NSP) 2020-2024” is funded by the Global Fund’s New Funding Model (NFM) program for HIV and building resilient and sustainable systems for health (RSSH). The United Nation Development Program (UNDP) Iran country office as the Principal Recipient (PR) works with the Country Coordinating Mechanism (CCM) and three Sub-recipients (SRs) in implementation, monitoring, and evaluation of the project. The SRs are Centre for Communicable Disease Control of Ministry of Health and Medical Education (CDC), Welfare Organization (WO), Iranian Prisons Organization (PO). In continuity with the activities conducted in the past years, the main goal of WO in this project is to improve scale up of differentiated HIV testing services and expansion of HIV prevention services for key population (People Who Inject Drugs (PWIDs), High Risk Behaviour Women Affected by HIV (HRBW) and Transgender People (TGs) with special focus on optimization of testing, harm reduction services, quality of HIV prevention services in WO centres; improve of its monitoring system; and enhancement of access of TGs (transgender) to HIV services. Therefore, Welfare Organization as one of the main partners of the HIV GF project is willing to initiate the provision of HIV related services for Transgenders. In this line, WO is aiming to develop an evidence- based Intervention Protocol based on the Standard Operating procedure (SOP) format for Transgenders (TGs) in relation to prevention, control, treatment, and care of HIV/AIDS. It expected that this protocol could support the staff of related centres and officers in WO to provide standard services for transgender persons; creating opportunities to strengthen capacity in providing broader and better responses for transgender people in relation to prevention, control, treatment, and care of HIV/AIDS. Development of the protocol of intervention is the main output of objectives based on recommendations generated during the process. Furthermore, the protocol should be in line with the format of SOP approved in the SIP (Supervision on Implementation of Program) Committee.

Duties and Responsibilities

The consultant is expected to conduct an assessment on the needs of TGs in the area of health; analyse the existing evidence related to transgender people and HIV; identify opportunities to strengthen the capacity and promote partnerships to ensure broader and better responses for transgender people in dealing with HIV. Based on the results of situation analysis and reviewing the literature and available international guidelines, a protocol for HIV related services for TGs will be developed. The consultant is expected to work in close collaboration and coordination with the WO and UNDP country office in Iran to conduct the following tasks: • Facilitate establishment of and coordination with steering committee in consultation with WO • Review existing literature including national and international documents and policies related to the service delivery approach to the TGs

Conduct visits to the relevant departments/ units actively involved in provision of HIV and other related services for TGs • Conduct the focus group discussions and interviews • Develop a protocol of interventions based on the results of above study and SOP format approved in SIP • Conduct meetings with the SIP committee in coordination with the WO to seek their recommendations and approval on the process of conduct of the protocol.

Required Skills and Experience

Academic Background: The Consultant should hold a PhD in health, social sciences, epidemiology or equivalent degree in medical sciences including MD or MD/MPH and other related areas. Experience: • Five years of experience in conducting research in fields of health, social sciences, epidemiology • Experience of working with TGs is plus • HIV related research experience is a plus • Ability to write academic and official study reports • Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems • Experience of writing HIV related protocols • Good knowledge of Farsi and English
