The current UNDAF for Iran is in its penultimate year of implementation. The process of the new UN Sustainable Development Cooperation Framework (UNSDCF) for the period 2023-2027 has already started with the development of the Common Country Assessment (CCA) which will be completed in the 2nd quarter of 2021 followed by the commencement of the UNSDCF design. A key priority for the Resident Coordinator’s office will be facilitate the process of designing and agreeing on the UNSDCF that is appropriate to the country context in Iran. This process will involve both internal consultations within the UN system, and discussions with national partners.

In terms of current initiatives, the UNDAF, the UN Technical Assistance Package (TAP) and the Socio-Economic recovery Package (SERP) are working towards similar objectives, and are proposing solutions for targeting the lowest income households and ensuring that they remain employed.

The UNSDCF will be designed out of the analysis in the Common Country Analysis (CCA). One area highlighted by the CCA is the importance of analysing social developments and related inclusive, green socio-economic recovery and growth paths and processes in Iran. UN RCO is recruiting a junior national consultant (with a social development background) for a six month period to support facilitating the work of the Resident Coordinators Office (RCO) in the process of analysis, design and agreement on the new UNSDCF and also in supporting the implementing of related events and workshops. The consultancy will assist the wider work of the RCO Head of Office and the RCO Economist in their support to the Resident Coordinator and the UN Country Team in Iran.

1. producing statistical research and analysis on social development in Iran (identifying qualitative and quantitative trends in social, social capital and socio-economic indicators – and their analysis and reporting);

2. supporting to the new UNSDCF process – providing implementation and coordination support to related events and workshops as necessary; and

3. supporting general RCO coordination, reporting and communication requirements (preparing humanitarian and crisis management reports and notes of meetings as necessary).

Required Skills and Experience

Education:

• Advanced university degree (Master’s degree or equivalent) in sociology, social science, development, and/or statistics;

Experience:

• Knowledge and experience of social development, social capital, human capital and socio-economic approaches to development;

• Knowledge of relevant global good practice solutions, processes and methodologies;

• Knowledge and experience of statistics, regressions and scenario modelling methodologies;

• Knowledge and experience of relevant software programmes;

• Knowledge and experience of work in the Iran context;

• Ability to develop innovative solutions to address challenging situations;

• Excellent oral and written communication skills;

• Ability to write high quality reports, make presentations and deliver audience-focused trainings, etc.;

• Some relevant professional experience in related areas such as research (and research support to) on vulnerable groups, livelihoods and social capital;

Competencies:

• Fluency in written and spoken English and Farsi
