The COVID-19 pandemic has had a catastrophic impact on the most vulnerable communities worldwide and threatened the progress against controlling HIV, TB, and malaria disease. The Global Fund provided immediate funding to the national programmes to contain the COVID-19 pandemic and mitigate the negative consequences on HIV and TB programmes. The optimal goal of these supports was to strengthen the health systems in maintaining the HIV control programmes supported by the Global Fund and domestic resources.

The Country Coordinating Mechanism (CCM) of Iran is a national multi-stakeholder public private partnership mechanism established in 2002. The Iran CCM has been established for the projects under the Global Fund to fight HIV/AIDS, Tuberculosis, and Malaria (GFATM) in accordance with the mandate laid out by the GFATM Board.

The structure and the concept of the CCM are intended to reflect the principles of national ownership and participatory decision making. This unique public-private partnership at the national level constitutes the governing body for the use of GFATM resources in recipient countries. Considering the fact that the CCM Iran currently comprises members from the Government, Civil Society Organisations (CSOs), Academia, Private Sectors and UN agencies as well as the importance of effective community and civil society engagement remain crucial for developing a robust response to the pandemic, including opportunities to support community-led initiatives both to mitigate the impact on HIV, TB and malaria services, and to strengthen the national COVID-19 response, CCM needs to ensure meaningful engagement and inclusive decision making both in funding request and monitoring the activities.

By performing the following key functions, the consultant will support the CCM in fulfilling its role regarding implementation and monitoring of the defined activities under the C19RM project in the CCM Work Plan in a timely manner and standardized quality acceptable by the GF. The incumbent ensures that the key informants, stakeholders, members and Implementing partners, especially Civil Society Organisations (CSOs) will be vastly consulted and involved in the whole process of developing the guidelines, through effective communication between them.

Ensuring the implementation of the activities as per below list and related timeframes set out in the approved plan:

1. Prepare two TORs for the engagement of suitable persons/institutes, which are technically and scientifically competent to develop the Guidelines. (“Political Advocacy guideline” and “Risk Communication and Community Engagement guideline”).

2. Support the CCM secretariat and UNDP to recruit the most appropriate candidates.

3. Monitor the progress of the project and coordinate the implementation processes

4. Hold and facilitate the relevant meetings with all partners, as required.

5. Keep updated CCM Secretariat and UNDP about the progress of the projects by developing and submitting monthly progress reports.

6. Share the reports, tools, and draft versions of the guidelines with all the relevant partners and authorities to get ensured that all the comments and feedback are thoroughly incorporated.

Required Skills and Experience

Academic Background: Master university degree in area of social science, health, e.g., medicine, public health, or alike is required. Experience, Mandatory: • At least two years of experience in HIV and/or TB control planning, implementation, monitoring, etc. • Experienced in academic and official writing reports and interpreting findings of studies. • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and database packages, experience in handling of web-based management systems. Experience, Desirable: • Working at the Covid-19 control program is desirable.

Language requirement: • Fluency in Farsi and English working language are required
