Background

The United Nations is committed to fostering diversity and inclusion and is taking concrete steps to make its premises, offices, and meeting spaces inclusive of and accessible to persons with disabilities and staff with dependents with disabilities. These steps are being addressed in accordance with the general principles of the Convention on the Rights of Persons with Disabilities (CRPD), and the UN Disability Inclusion Strategy (UNDIS) launched in 2019. UNDIS is a system-wide mechanism for sustainable and transformative progress on disability inclusion through all pillars of the UN’s work. Together, these efforts are also central to achieving the goals set forth in the 2030 Agenda for Sustainable Development to leave no one behind.

Persons with disabilities are the largest minority group in the world, representing an estimated 15% of the world’s population, or approximately 1 billion people. About 80 per cent are of working age. They are a diverse, heterogeneous population that face discrimination and barriers that make it more challenging for them to access equal opportunities in the world of work. Including persons with disabilities into the workforce of UN operations and creating an inclusive environment through accessible premises has shown to provide numerous benefits. They include improvements in cost-effectiveness, turnover and retention, reliability and punctuality, staff loyalty, inclusive work culture, increased innovation, productivity, work ethic, safety, ability awareness, agency image, and diversity, loyalty, and satisfaction of beneficiaries.

Persons with disabilities include those who have long-term physical, mental, intellectual or sensory impairments, which in interaction with various barriers may hinder their full and effective participation in society on an equal basis with others.

In line with the rights-based approach to disability, the United Nations is taking appropriate measures to ensure persons with disabilities have access, on an equal basis with others, to the UN premises to ensure their full and effective participation.

The United Nations Country Team (UNCT) in Iran is implementing a Disability Inclusion Action Plan (DIAP) for 2022-2023 prepared based on the findings of the 2021 DI scorecard. It includes components that aim to promote disability inclusion in UN operations in the following operational areas:

  1. Physical Accessibility of Premises
  2. ICT/Digital Accessibility
  3. Inclusive HR Services
  4. Inclusive procurement

Physical & Digital accessibility of UN Premises in Iran

As part of the DIAP, this Terms of References aims to improve the physical and digital accessibility of the 3 UN common premises in Tehran namely:

  • UNCP # 1: No. 8, Shahrzad Blvd.
  • UNCP # 2: No. 7, St., Shahrzad Blvd., Darous, Nezami
  • UNCP # 3: No. 2, Behesht Dead-end, Eram Alley, Vanak St., Vanak Square

The UNCT will recruit a consultant to work with concerned UN colleagues and representatives of Organizations of Persons with a Disability (OPD) to prepare a Common Premises and Services Plan based on the recommendations made in the Assessment Report, conducted in 2022.

Duties and Responsibilities

  • Provide technical advice for enhancing the accessibility/usability of the physical and digital environment in the UN Iran common premises buildings that is open to the public and counterparts.
  • Provide technical advice for improving the accessibility/usability of the physical and digital environment in the UN Iran common premises building for all UN personnel, focusing on persons with disabilities with all their diversities.
  • Review the accessibility assessment report for the UN common premises in Iran and advise short/medium/long term plans and recommendations for interventions.

Competencies

Institutional Arrangements:

The Consultant will report to the Chair of OMT and Associate Development Coordination Officer, Data Management of RCO on a weekly basis on progress made on accomplishing tasks assigned to him/her.

Location****:

Home-based and the RCO Office in Tehran, if required.

Required Skills and Experience

  • At least a bachelor’s degree in social sciences, architecture, urban design, engineering, public administration, or any other related field.
  • At least 5 years’ experience working with people with disabilitie

Desirable

  • Working with people with disabilities is an advantage
  • Working experience with UN and understanding of UN related procedures, principles and experience with the UN is an advantage.
  • Have a network with various Organizations of Persons with Disabilities in Iran
