Iran is the one of the most affected country by COVID-19 globally and the second affected country in the region. The COVID- 19 outbreak started from Mid- February 2020 in Iran. Within 15 days of the first recorded case, confirmed COVID-19 cases had already been identified in all 31 provinces. As of 1 August 2020, there were 306,752 cases officially declared, 16,982 deaths, with 265,830 recoveries reported. This pandemic has had grave direct and indirect impacts on the population especially on the most vulnerable groups. Against this backdrop, COVID-19 erupted as a major area of public health concern in Iran in February 2020, when the first cases were confirmed. At that time, Iran faced the most concerning situation with regards to the COVID-19 epidemic: in terms of prevalence of the disease (confirmed cases), number of deaths and mortality rate.

Responding to this situation, UN Country Management Team, including UN agencies and INGOs have planned and coordinated a comprehensive multisectoral response under the COVID-19 Preparedness and Response Plan (CPRP). Guided by CPRP, in coordination with the Ministry of Foreign Affairs, and in close partnership with relevant national partners, different UN agencies have provided support to the national efforts responding to this pandemic.

To this end and through its best expertise in development- humanitarian efforts, UNDP Iran has also provided support to the government of Iran to mitigate the negative impact of the pandemic on vulnerable groups through different interventions. UNDP seeks to reach highly vulnerable population groups, including people under the poverty line; communities impacted by disasters and by climatic change; people at risk of HIV-AIDS infections and TB (and health workers servicing such groups) and women-headed households.

Duties and Responsibilities

Under the direct supervision of the Global Fund Project Manager of HIV/AIDS grant and overall guidance of the UNDP Assistant Resident Representative (ARR) in the Programme unit, the consultant will be accountable for coordination, implementation, monitoring and quality assurance of the UNDP activities under the ECHO and C19RM Funds according to the UNDP, ECHO and Global Fund rules and regulations and in close collaboration with the relevant stakeholders. The IC is expected to collaborate closely with the UNDP Procurement unit and the stakeholders and provide the direct supervisor on a regular basis on progress achieved, challenges encountered, and lessons learned, under each of the project components.

Academic Background:

The Consultant should hold on below eras:

  • University degree in Business administration or related area;
  • Advanced university degree in health-related areas such as Public Health, Social Health, Pharmacist, Medical Doctor with adequate specialized expertise in Planning, coordination, monitoring and evaluation of programme, or other relevant disciplines is considered as an advantage

Experience:

  • Minimum 5 years’ professional experience at the national or international levels in planning of health-related programs and/ or the procurement of health items.
  • Familiarity with healthcare structure and pandemics and health response in Iran.
  • Expertise in procurement of health items, health supply chain management, the quality assurance of health and pharmaceutical products.
  • Having sufficient knowledge and skill of coordination, monitoring and evaluation techniques.
  • Excellent interpersonal, oral communication and professional writing skills.
  • Ability to work with frequent urgent deadlines.
  • Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, PowerPoint) as well as experience in handling of web-based management systems.
  • Knowledge of UN rules and regulations is an asset.

Language requirement:

Fluency in Farsi and English with excellent verbal and written skills in both languages.
