Purpose of the role

The purpose of the Protection Case Work Technical Officer (PCWTO) is to contribute with specific technical competencies to the project implementation. The PCWTO is responsible for providing individual protection assistance namely protection risk assessments, as well as implementing, following, and monitoring the implementation of the related child marriage guidelines and other relevant initiatives.

The position encompasses casework and capacity building relevant to complex child marriage cases and other legal protection cases and matters both on regular and ad hoc basis.

The responsibilities also include close coordination with relevant parties on child protection related matters.

What you will do

  • Ensure compliance with Protection strategies, tools, handbooks, guidelines and standards.
  • Update and follow up the implementation of the child marriage guidelines with field teams.
  • Train ICLA programme staff on the child marriage guidelines and tools.
  • Conduct protection risk assessments, and relevant tools for protection risk assessment of child marriage cases and other complex legal protection cases.
  • Review and analyse project data to identify protection trends, reporting, referral (as appropriate), and response.
  • Represent NRC at area level in the Gender-Based Violence (GBV) sub-working group.
  • Review NRC’s data management systems to ensure that confidentiality and privacy of sensitive information is assured.
  • Promote enhanced understanding of child marriage cases among all stakeholders and the observance of international protection and humanitarian law standards.
  • Assist in the partnership management at national or area field level, with the support of the ICLA Specialist, to identify a partner on child marriage cases or build the capacity of existing partners to work on child marriage cases.

Specifically you will;

  • Conduct qualitative data collection, assessments, key informant interviews and focus group discussions to identify community needs and protection service gaps.
  • Assist the team in identifying and responding to emergency cases, especially internal referrals.
  • Participate in mapping exercises and assessments aimed at identifying the locations and needs of vulnerable populations and the surrounding neighbourhoods, by using participatory data collection tools and methodologies.
  • Capacitate program staff at area level on how to identify complicated child marriage cases and support with adequate follow up.
  • Conduct individual protection risk assessments on child marriage cases.
  • Accompany field staff on beneficiary visits at all stages of the project to apply risk assessment, case management and support the team with handling any additional protection risks and any unforeseen negative consequences.
  • Follow up and ensure having an effective referral system in close collaboration with NRC protection coordinators and other protection actors at area level.
  • Coordinate, follow up, and carry out regular training/awareness raising sessions for staff and communities on the child marriage guidelines and tools.
  • Coordinate, follow up, and carry out regular training/awareness raising sessions for other NGOs and stakeholder on the child marriage.
  • Follow up on donor reports on child marriage.
  • Support the advocacy and communication team with inquiries related to child marriage issues.
  • Draft cases studies on child marriage.

Professional competencies

  • Relevant degree in social work, psychology, social studies
  • 3 to 5 years of experience in a similar/related fieldExperience from working as a senior protection staff in a humanitarian/recovery context;
  • Extensive experience in training and knowledge transfer;
  • Previous experience from working in complex and volatile contexts;

Context/ Specific skills, knowledge and experience:

• Fluent Arabic and English, both written and spoken

  • Strong knowledge of protection issues in Lebanon
  • Ability to demonstrate sensitivity to child protection and gender issues
  • Strong inter-personal skills (ability to demand results and be empathetic, non-defensive but decisive, firm and resilient)
  • Knowledge of the context in Lebanon and the legal frameworks applicable to children's rights. Familiarity with relevant case management SOPs and tools, including global guidelines
