DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.
DRC Yemen’s response
Danish Refugee Council (DRC) has been operating in Yemen since 2008 using a protection of human rights framework. DRC initially worked in Yemen with mixed migrants coming from the Horn of Africa who are displaced by conflict and drought. Since then, DRC expanded its sectors of intervention and is now providing humanitarian assistance in nineteen governorates throughout the country. Current programme sectors include protection, food security & livelihoods, WASH, Shelter, humanitarian mine action and CCCM.
About the Job:
Under the direction management of the Protection Manager – South (Aden), the Protection Team Leader for Victim Assistance (VA) will ensure the effective implementation of DRC protection programs in the assigned areas of operation, with a particular focus on victim assistance, case-management, and psychosocial support services (PSS), as well as maintain effective working relationships with various stakeholders including community members, partners, hospitals and clusters. The Protection Team Leader (VA) will manage and support Protection staff to deliver high-quality protection services and activities through supervision, coaching/mentorship, training, and mid-year and annual-performance reviews.
Responsibilities:
Operations & Program Management
- Ensure the effective implementation of high-quality protection programs, specifically victim assistance, case-management, and psychosocial support services in line with proposals, budgets, work plans and DRC standard operating procedures (SOPs).
- Ensure casefiles are complete, accurate and confidential in line with relevant DRC standard operating procedures (SOPs).
- Work with the Quality Assurance Unit to implement monitoring and evaluation tools and provide recommendations to the PM, South based on findings.
- Undertake field and site visits to monitor the quality of implementation.
- Assess hospitals and sign Memorandum of Understanding (MoUs) with qualifying hospitals on an annual basis.
- Provide oversight of hospital payment process in coordination with relevant Support units.
- Work with the PM, South to ensure appropriate and timely spending in line with allocated budget and targets.
Project Development & Reporting
- Contribute to and provide field-related inputs and updates on contextual developments for protection proposals and reports.
- Draft internal weekly and monthly reports on project progress.
- Provide oversight of relevant databases for accurate and updated data, ensuring adherence to data protection and protection information management guidelines.
- Monitor and report on protection trends and identify program priorities and advocacy initiatives based on data collected.
Staff Management
- Line manage Protection Officer(s) and Protection Assistant(s) in areas of operation.
- Support PM, South in recruiting and onboarding new staff.
- Provide day-to-day oversight of protection staff under their supervision.
- Monitor staff working hours and support staff in managing leave benefits.
- Maintain ongoing communication with Safety regarding related contextual developments and incident reporting in areas of operation.
- Provide regular constructive feedback and periodic appraisals following DRC’s performance management procedures.
Technical Support
- Provide technical support, supervision, and guidance to protection staff, ensuring that staff adhere to best-practices, national and international protection standards and guidelines, principles, and DRC SOPs.
- Assess training and development needs within the protection team and develop a capacity building plan in coordination with the Country Protection Technical team (e.g., CO Protection Manager and Protection Specialists).
- Contribute to the development and revisions of SOPs, tools and forms (e.g, MoUs), specifically VA, case-management and PSS.
Coordination & Representation
- Develop and maintain effective working relationships with relevant stakeholders including community members, partner agencies, private and public hospitals, and local authorities.
- Represent DRC at various coordination fora including relevant Cluster, sub-Cluster, AORs and TWGs and advocate for the needs of people of concern.
- Maintain up-to-date service mapping and referral pathways with services providers including identification of resources to provide longer term support including physical rehabilitation, PSS, etc., in areas of operation.
- Train hospital focal points and other stakeholders on DRC’s VA program and criteria to facilitate an efficient and effect referral process.
- Liaise with DRC Humanitarian Disarmament and Peacebuilding (HDP) and other DRC sectors to ensure an integrated approach.
Other
- Perform any other duties relate to the nature of the job as directed by the PM, South.
- Maintain positive working relationship within the team and promote collaboration and capacity building across the team and other departments.
- Promote integrated programming and provide technical support to other departments on protection mainstreaming.

We offer
DRC will offer the successful applicant a contract until 30 June 2024 renewable dependent on both funding and performance. and be willing and able to work in Aden, with travel to Marib, Lahj, and Taiz.
Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G -Manager) and will be reporting to Protection Team Leader.
