NRC in Ukraine

The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. The rapid change of situation in February 2022 during which the whole of Ukraine became affected by the conflict required a significant scale-up of emergency programmes. Today NRC is providing support to people affected by armed conflict and those fleeing in search of safety.

Prior to the escalation in armed conflict in February, NRC’s operations focused on government-controlled areas (GCA) of the Donbas Region (Luhansk and Donetsk Oblasts). Following the February 2022 invasion, NRC has implemented a temporary relocation of NRC’s staff and operations to Central and Western Ukraine. NRC will continue to support populations in the East through our office in Dnipro with emergency, life-saving food, NFI and emergency shelter assistance to people trapped in hot zones. In the West, NRC established area offices in Lviv and Ternopil, with the country office based in Kyiv. Additionally, NRC is looking to establish additional field offices in the north and east of the country. The Western response will focus on assisting people on the move with cash and ICLA services and provide multi-sectoral support to key transit points. The Eastern response is focusing on the provision of shelter assistance, ICLA, livelihoods and food security, WASH, and protection assistance.

Purpose of the role

The purpose of the Protection Team Leader position is to oversee the implementation of assigned protection activities as defined by Country Office’s strategic and policy frameworks, and under the delegation of the Protection Project Manager.

We are recruiting for a team leader for protection based in Kharkiv with reach to Kharkiv Oblast. This individual will lead the teams conducting protection monitoring and community-based Civilian Self-Protection activities. NRC’s Civilian Self-Protection (CSP) programme has been rolled out in several country contexts in order to support protection outcomes for civilian populations affected by armed conflict. The purpose of the CSP programme is to identify community groups and structures who can support protection activities, with the aim of enhancing the protective environment in their community. The position holder will lead protection assistants in training groups on CSP modalities, identifying core needs of groups in order to achieve protection outcomes, and work closely with communities and civil society organizations to build their capacity to respond to protection risks. The position holder will also lead the team in conducting protection monitoring, referrals for identified needs, and Individual Protection Assistance (IPA) activities.

The position holder will work with the Protection Manager to update and conduct regular protection risk analyses and protection needs assessments to inform the country office strategy, advocacy efforts, and NRC’s protection response. The position holder will spend most of his/her weekly time in the field locations supporting the field staff who will be working under his/her direct supervision.

What you will do

  1. Oversee Protection Assistants in the implementation of team’s relevant protection activities
  2. Ensure proper tracking mechanisms are established for all protection work. Work with Protection Manager and PDM to ensure all data collection and information storage adheres to existing data protection policies.
  3. Establish team schedules, identify key areas of implementation, and collaborate with on the ground partners to avoid duplication, identify gaps in services, and build robust referral pathways in conjunction with the case management team.
  4. Liaise with community groups to understand their goals, needs, and establish a work plan on CSP learning modules and capacity-strengthening of groups
  5. Ensure finalization of written protection monitoring reports; ensure reporting is done in a timely manner with a high-quality product. Work with IMO and Protection Manager to finalize information products
  6. Ensure timely collection, reporting, and information sharing to Protection Manager
  7. Ensure activities are implemented in accordance with existing SOPs and standards
  8. Promote and share ideas for improvement of the support function with Protection Manager and Protection Programme Development Manager
  9. Liaise and collaborate with relevant local authorities, community representatives and other key stakeholders
  10. Lead the field team with close monitoring of project activities and ensure they are implemented based on agreed upon plans
  11. Lead with administration and logistic arrangements required for implementation and monitoring of activities

Specifically you will;

  • Lead the field team in community outreach and engagement with local authorities, community representatives and other relevant stakeholders based on project implementation priorities as communicated by management
  • Lead the field team with implementation and monitoring of relevant protection activities
  • Lead the field team in data collection and reporting on relevant protection activities. Support the Protection Manager in raising necessary procurement or logistics paperwork necessary for successful implementation of programming

    Professional competencies

  • At least 2 years of professional experience, preferably in a leadership position

  • Prefer previous experience working in the humanitarian sector, preferably in protection activities
  • Understanding of humanitarian and protection principles and strong commitment in ensuring their observation in daily field activities
  • Working knowledge of Microsoft Word, Excel and Outlook
  • Knowledge of English, both written and verbal essential
  • Previous experience working in Protection or Protection-related projects is an advantage
  • Deep knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation
