INTRODUCTION

The Danish Refugee Council (DRC) is a humanitarian, non-governmental organization founded in 1956 that works in more than 35 countries throughout the world, including Ethiopia and Djibouti. DRC commenced work in Ethiopia in 2009 and currently provides assistance in shelter, WASH, livelihoods and protection in the Gambella, Tigray and Somali regions of the country as well as in Djibouti. The Danish Refugee Council (DRC), an international non-governmental organization (NGO), has been providing relief and development services in the Horn of Africa since 1997. DRC promotes and supports solutions to the problems faced by refugees, internally displaced people (IDPs), and migrants.

OVERALL PURPOSE OF THE ROLE

Working under the direct management of the Protection Manager, the Protection Team Leader (Social Cohesion and Legal Aid) will be responsible for contributing to the technical supervision and implementation of DRC’s protection program in specific to integrated social cohesion and legal aid services across DRC`s areas of operation- Gambella (refugees and host community). The protection team leader will be responsible for the day to day management of the protection unit covering the areas of social cohesion and legal aid activities. S/he will supervise the Protection Officers and Protection Assistants. S/he will collaborate with the Protection manager to ensure effective, relevant and holistic protection programming delivering activities in line with protection standards. Furthermore, the protection team leader is expected to provide support to the project cycle management, proposal development and program strategy.

RESPONSIBILITIES

  • Providing technical guidance to the general protection with high focus on the social cohesion and legal aid activities to ensure quality and adherence to national and international protection standards and guidelines
  • Provide technical guidance to the integrated peace building and legal aid intervention; and ensure quality and adherence national and international standards, practices
  • Ensure sensitive approach to project activities implementation
  • Create strong collaboration and coordination with DRC`s livelihood project staff likewise with other support service departments
  • Develop and deliver protection training for staff and beneficiaries
  • Lead or contribute to protection assessments and mappings, and identify protection needs
  • Supporting protection program development, including project design and developing of proposals
  • Supervise the Protection Officers and Protection Assistants. Provide leaderships, day-to-day support and guidance. Build the capacity of protection staff through mentoring and training. Promote team building and contribute to a respective and positive working environment
  • In collaboration with Protection Officers, plan and oversee social cohesion and legal aid activities
  • In collaboration with the Protection manager, ensuring implementation of protection activities according to project and program commitments
  • Identify training and capacity building opportunities for protection staff and ensure that all project staff are conversant with protection concepts, DRC's code of conduct, humanitarian principles, accountability, and prevention of sexual exploitation and abuse
  • In coordination with supervisor liaise with governmental officials, international and national organizations and camp structures on behalf of DRC
  • Attending and contribute to relevant coordination mechanisms
  • Ensuring appropriate financial reporting on all project activities, in cooperation with the Protection manager and DRC finance and administration staff
  • Compile and provide weekly and monthly reporting on all protection project activities and on project implementation progress. This includes submitting weekly and monthly report to the M&E and to external partners. Contribute to donor reports.
  • Provide ongoing general monitoring of the operating context to ensure relevance and accountability to DRC's beneficiary populations
  • Maintaining accurate and comprehensive files of project activities, outputs, materials, and other relevant documentation

Experience and technical competencies: (include years of experience)

  • Minimum 3 years of experience in an entry to mid-level position, preferably in the field of humanitarian response and refugee protection working for an international NGO, UN agency or relevant ministry or local authority.
  • Experience in refugee protection
  • Experience on integrated social cohesion and legal aid interventions
  • Demonstrated experience in youth programming and engagement
  • Experience in project management
  • Strong inter-personal skills and staff management skills
  • Commitment to learning and implementing organizational policies and procedures
  • Full proficiency in Microsoft Office package
  • Strong planning, organization and problem solving skills with ability to work both independently and within a team in a demanding work environment
  • Integrity, strong work ethic, and ability to consistently meet deadlines under pressure
  • Experience of working in emergency and refugee camp setting
  • A sensitive approach to external representation

Education (include certificates, licenses etc.):

  • Bachelor degree in social sciences, law, social work, international development, or other relevant field from a recognized institution

Languages: (indicate fluency level)

  • Excellent proficiency in written and spoken English and Amharic. Knowledge of local language is an asset.
