DRC Syria

DRC has been actively operating in Syria since 2008 mainly supporting refugees. In June 2012, DRC was authorized by the Syrian Ministry of Foreign Affairs (MoFA) to expand its humanitarian efforts and provide assistance to IDPs and the vulnerable resident population countrywide. Since then, DRC activities have been focused on NFI distributions, Shelter, WASH, Protection, Education, Livelihoods and Mine Risk Education in six Governorates (Damascus, Rural Damascus, Dara'a, Aleppo, Hama, and Homs). While Protection/community service activities are provided to beneficiaries throughout our six Community Centers.

About the job

Under direct management of DRC Syria Area Manager South and under the technical support of DRC Syria Protection Coordinator, the Protection Team Leader is responsible for high quality implementation of protection and risk education activities and direct line management of Protection Assistants, Risk Education Officer and Risk Education Assistant in Daraa.

Duties and Responsibilities

  • Ensure high quality and timely implementation of protection and risk education activities within the projects assigned by line manager and according to DRC guidelines and Standard Operating Procedures
  • Support recruitment of protection and risk education staff with technical support of protection coordinator. Line manage Protection Assistants, Risk Education Officer and Risk Education Assistant, and provide necessary technical support and oversight; manage internal staffing issues including attendance monitoring, leave plans and appraisals in coordination with line manager as per DRC procedures. Prepare, implement and report regularly on the status of project work plans; regularly update project management tool (PMT including indicators tracker) as per Area Manager direction.
  • Maintain financial oversight of protection and risk education budget lines as assigned by line manager, and ensure proper tracking of purchase requisitions and payment requests in addition to participation in Bl meetings for the project.
  • Maintain records of protection and risk education activities in line with DRC SOPs and formats, ensuring confidentiality and data protection standards
  • Collaborate with Economic Recovery, Shelter and WASH teams to ensure implementation of DRC integrated programming approach.
  • Support the implementation of monitoring, evaluation, accountability and learning (MEAL) plan in coordination with the DRC MEAL team
  • Keep track of indicators and monitor progress towards targets according to log frame and project proposal;
  • Liaise with relevant authorities, stakeholders, and community groups in order to foster positive relationships, ensure acceptance and promote ownership and empowerment of target communities
  • Provide regular timely internal reports and other relevant information on project activities based on agreed formats and schedule
  • Provide inputs and data from the field implementation for new proposal development
  • Work closely with Area Manager-South and Support Services staff to ensure that beneficiaries have safe and meaningful access to the community centre without facing barriers or discrimination, and to ensure that the community centre remains a safe and dignified space for DRC beneficiaries.
  • Ensure that beneficiaries have safe and meaningful access to feedback and complaints mechanism and that they receive a timely response to their concerns
  • Prepare purchase requests and monitor the procurement of goods and services in collaboration with the Protection coordinator and Area Manager
  • Work closely with Area Manager-South and Support Services staff to ensure that all needs and issues related to the operations of the community centres are promptly reported and addressed.
  • Represent DRC in sub-national sector meetings and other coordination meetings as delegated by Area Manager and Protection Coordinator
  • Conduct duties in accordance with DRC Code of Conduct and with DRC Syria programme Standard Operating Procedures (SOPs)
  • Ensure transparency and DRC's positive regard and reputation within communities and foster a good working environment and good working relationships within the team;
  • Conduct and organize relevant protection training in coordination with Protection Coordinator to ensure all the team members are informed and demonstrate understanding of relevant protection principles relevant to their work with particular attention to accountability and respectful dialogue with the beneficiaries
  • Carry out any other relevant duties as assigned by the line manager.

Experience and technical competencies: (include years of experience)

  • Relevant professional experience of no less than 3 years. Experience of work in the UN or NGO or voluntary sector is essential.
  • Familiarity/prior experience with DRC and its persons of concern (including internally displaced persons, returnees, refugees) would be a distinct advantage
  • Experience managing a team with proven leadership qualities including decision making
  • Familiarity with international protection and human rights legal standards, as well as with child protection and psychosocial support programming
  • Familiarity/prior experience in humanitarian mine action/risk education would be an advantage
  • Excellent writing and reporting skills, strong analytical skills
  • Excellent organizational and planning skills. Punctuality and respect for applicable rules and procedures
  • Excellent interpersonal skills and respect for people from diverse communities, and for persons with special needs and other vulnerabilities
  • Excellent knowledge and understanding of local communities and customary rules, demonstrated experience of successful community engagement
  • Ability to work with minimal supervision and as part of a team, self-motivation, goal/result-orientation
  • Ethical and transparent decision-making, full respect for confidentiality of work-related information and data
  • Flexibility, creativity, tolerance and maturity
  • Excellent spoken and written English and Arabic
  • Computer/IT literacy ( Microsoft Officer package (Word, Excel, Outlook in particular) Internet etc.)

Education:

  • University degree in social sciences, psychology or other relevant field.
  • Advanced university degree would be an asset.

Languages:

  • Fluent spoken and written English
  • Fluent spoken and written Arabic
