The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Protection Team Leader- Gender Based Violence Team Leader (1 Post)

Duty Station: Sittwe Office, Rakhine State

Report to : Protection Project Manager-GBV Project Manager

Direct Report For : Protection Officers and Assistants

Overall purpose of the role:

The Gender Based Violence Prevention Team Leader oversees the design, implementation and monitoring of the Gender Based Violence Prevention project. The position entails technical oversight to ensure that prevention activities are effective and tailored to the context and learning needs of the audience. In addition, the post holder support GBV response services in hopes of enhancing the quality of care provided to Gender Based Violence survivors. The team leader is considered a deputy manager and therefore, also holds the responsibility to monitor that activity indicators and budget expenditure remains on track.

Geographic scope: Area (Rakhine)

The role is based in Sittwe and requires daily travel to Sittwe, Pauktaw camps and villages including by boat.

Specific duties and responsibilities

PROGRAM MANAGEMENT AND LEADERSHIP:

  • Lead the activity implementation of all Gender Based Violence prevention activities carried out in the Women and Girls Centers in camps and villages
  • Oversee the sound implementation of the Gender Based Violence prevention curriculum, the sexual and reproductive health education and the case management activities in the Women and Girls Centers
  • Represent DRC in the Protection Working Group, the Gender Based Violence Working group bilateral meetings with donors and stakeholders
  • Ensure quality and timely implementation of the Gender Based Violence program activities throughout the duration of the projects
  • Provide technical support and oversight to all the Gender Based Violence prevention team
  • Supervise GBV officers, and ensure they comply with their duties and responsibilities
  • Complete donor quarterly reports and draft sections of the GBV project proposals
  • Support GBV project manager in monitoring that project expenditure is on track as per the project budget and spending plans

TECHNICAL OVERSIGHT AND STAFF CAPACITY DEVELOPMENT IN GENDER BASED VIOLENCE GUIDELINES

  • Support GBV team members and center-based staff in capacity building, GBV prevention activities
  • Direct the planning and roll out of all psychosocial activities in 8 Women and Girls Centres
  • Support the GBV manager in the harmonization of tools, resources, activities and methodologies across Rakhine state
  • Identify gaps and capacity building needs of GBV team members and field based staff
  • Inform and support the GBV manager in identifying context based information to draft context specific activities, awareness sessions and curricula implemented in the Women and Girls Centers.

GENDER BASED VIOLENCE RESPONSE OVERSIGHT

  • Supervise GBV prevention officers to ensure that they comply with their duties and responsibilities
  • Provide technical supervision and support to GBV team members awareness raising, focus group discussions (FGD) and other community engagement activities
  • Help the GBV team in strategizing locations of the emergency response, and deciding topics on GBV prevention to be rolled out in each of the women and Girls centers
  • Collaborate in the development of curricula, tools and other resources for awareness raisings, FGDs, women empowerment activities, support groups and community dialogue
  • Draft and produce IEC material in collaboration with GBV officers and GBV Manager.

ADMINISTRATION

  • Supervise all prevention assistants and officers- Complete Performance Evaluations, Job Descriptions, leave trackers and other DRC tools
  • Support GBV Manager in writing Job Descriptions, publish vacancies, interviewing candidates and follow up on recruitment process for GBV officers and assistants as needed
  • Support GBV manager in the recruitment of GBV officers and GBV assistants as needed
  • Evaluate the performance of GBV officers and assistants every 6 months

As a Manager the post-holder is responsible for the following:

  • Accountable for achieving DRC’s strategic goals and objectives within the area of responsibility
  • Accountable for making significant decisions on what the unit does: its purpose, functions, and role, and for making commitments and decisions that require the expenditure of significant unit resources.
  • Accountable for people management of direct reports. This includes hiring & firing, objective setting, probation, performance appraisal, development of staff, managing performance, including poor performance, etc.
  • Accountable for making sound decisions based on DRC policies, MOPs, standards, and the advice of technical experts in DRC

Experience and technical competencies:

  • Minimum 3 years relevant experience working the humanitarian or development organization
  • 3 years of experience in working on women protection such as empowerment programs, reproductive health, counselling etc.
  • Proven leadership skills and experience supervising staff.
  • Commitment to achieve gender equality and end all forms of Gender Based Violence.
  • Demonstrated commitment to achieving gender equality, promoting women’s leadership, and eliminating discrimination and violence against women
  • Willingness to serve women affected by violence on the basis of need regardless of their ethnic background.
  • Understanding of operational context in Rakhine State
  • Excellent interpersonal and communication skills.
  • Relevant university degree (e.g. Nursing, social work, political science) or equivalent professional qualification
  • Advanced English proficiency
  • Fluency in Myanmar Language. Additional local languages would be an asset

We Offer:

  • Contract length: DRC’s Staff Contract includes a probation period of 3 months. Renewables depend on both funding and performance.
