Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations. DRC has been operating in Ukraine since 2014, currently DRC employs over 250 staff in Ukraine and will continue significant scale-up in 2022 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.

DRC is currently looking for a Protection Team Leader (GBV) for its activities in Kharkiv,.

This position will report to the Protection Manager.

Overall purpose of the role:

Under the management of the Protection manager, the Protection Team Leader (GBV) will oversee the implementation of GBV prevention and response activities. S/he will be responsible for managing and supervising the GBV team, will provide guidance and support to the team, ensuring that staff members have the skills and resources they need to provide effective survivor-centered care. S/he will also be responsible for ensuring that the GBV program is coordinated with other protection activities. S/he will participate in coordination meetings and represent DRC in relevant forums. S/he will be based in Kharkiv DRC office, with field activities in Kharkiv and Kharkiv oblasts.

Main responsibilities:

  • Manage and oversee the implementation of the GBV prevention and response activities, including planning, monitoring and evaluation. Develop work plans, ensure quality programming and manage program budgets and resources.
  • Supervise and manage the GBV team, providing guidance and support, facilitating team meetings, completing performance reviews.
  • Ensure the provision of GBV case management services in line with SOPs and procedures, including the interagency GBV case management guidelines.
  • Constantly build the capacity of the GBV team members, including through the provision of trainings and mentoring, and the development of tools and resources.
  • Coordinate with other organizations and stakeholders working in the same area to ensure that GBV response and prevention efforts are integrated and effective; participate in coordination meetings and represent DRC in relevant forums; develop and maintain effective working relationship with relevant partner agencies, community focal points and service providers.
  • Maintain an up-to-date service mapping of the service providers operating in the area and ensure that the team is informed about available services.
  • Mobilize and build strong rapport with communities, adhering to dignified, culturally sensitive approaches.
  • Develop contextualized key messaging and material, including IEC material, for awareness-raising and capacity-building purposes.
  • Identify and implement GBV risk mitigation strategies to decrease vulnerability to GBV.
  • Provide basic GBV training to DRC staff, including on safely handling disclosure and referring GBV survivors.
  • Ensure that accurate and timely reports are submitted to donors, and that program documentation is maintained and up-to-date.
  • Ensure proper documentation of case data and information in line with the GBV case management guiding principles, adhering to the confidentiality principle.
  • Ensure the security and confidentiality of all data and case management files, and provide capacity-building to the team on data protection principles; comply with data protection policy and information-sharing protocols in place.
  • Oversee the implementation of GBV activities under his/her supervision, including appropriate and timely spending plans for activities, grants reporting contributions, target tracking, procurement.
  • Contribute to and provide field-related inputs for proposals.
  • Provide regular reports to the Protection manager.
  • Any other duties as may be assigned by the Protection Manager, relevant to the achievement of protection objectives.

Required experience and competencies:

  • Minimum of 3 years working experience in GBV, social work or related field
  • Proven experience in managing a team
  • Experience in developing and implementing GBV prevention and response programs
  • Experience in working with survivors of GBV
  • Strong knowledge of GBV case management guidelines, international human rights and laws related to GBV
  • Excellent interpersonal and communication skills, including the ability to work effiectively with survivors, staff members, and stakeholders from diverse backgrounds
  • Excellent organizational and time management skills, with the ability to prioritize tasks and manage multiple responsibilities
  • Strong sense of personal integrity and understanding of confidentiality and ethics
  • Fluency in written and spoken English
  • Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems

Required education: Relevant university degree or equivalent professional qualification

We offer: Contract length: 3 months Level: G-Manager Designation of Duty Station: Kharkiv Start date: As soon as possible. Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for national staff.
