Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team Leader for Blue Dot services in Gdynia.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and in the neighboring countries of Poland, Romania and Moldova, and wider Europe. Since late February 2022, nearly 4 million Ukrainians and third-country nationals have crossed the border to Poland. As part of its neighboring countries response, DRC is establishing an operational presence in Poland to support displaced populations through a partnership with civil society organizations and national NGOs, duty bearers, and other actors.

DRC Poland will be responsible for the management of four Blue Dots supported by UNHCR and UNICEF in Gdynia. The Blue Dot services will be provided in collaboration with several local/national NGOs under the leadership of DRC Poland.

About the job

Under the leadership of the DRC Blue Dot Programme Coordinator and with the support of the country Protection team, as Gdynia Blue Dot Protection Team Leader you will be responsible for the overall coordination of the rollout and implementation of the Blue Dots services in Gdynia and any related outreach activities conducted by DRC and partners in the region. Your main duties and responsibilities will be:

Management, Programming, and Operations

  • Lead and manage the Gdynia Blue Dot team on-site and mobile activities (direct management of Blue Dot staff hired by DRC and coordination of partners staff)
  • Coordinate the work of DRC and all partners in the Blue Dot ensuring the effective and quality daily provision of counseling, access to information, legal counseling, MHPSS, and child protection in the Blue Dot in line with minimum standards and agreed-on work plan
  • Support any information management processes required for the successful delivery of the project goals
  • Provide technical support to Blue Dot staff
  • Prepare weekly and monthly Blue Dot work plans and schedules for on-site and mobile activities
  • Ensure daily monitoring of the Blue Dot operations, assess the quality, and report any challenges to the Blue Dot Project Coordinator
  • Ensure daily and periodical (monthly/quarterly/annual) reporting on the Gdynia Blue Dot activities in line with project reporting requirements
  • Participate in project reviews (relevant for Gdynia) and preparation of proposals and budgets for donors
  • Support monitoring and evaluation exercises of the Blue Dot operations as advised by the Programme Development and Quality Assurance team
  • Support programmatic learning based on project implementation and lead generation of lessons learned and best practices at the area level
  • Identify and share recommendations on required project adaptation

Coordination and representation

  • Maintain close collaboration with municipalities and municipal social welfare institutions
  • Collaborate with Gdynia Blue Dot partner organizations ensuring smooth delivery of project activities taking into account specific needs or partners vs project deliverables
  • Collaborate with the Country Protection Team on the development and rollout of relevant project tools
  • Participate in donor meetings upon request
  • With the support of the Country Protection Team, maintain relations and share information with the municipality of Gdynia, the Metropolitan Area of Gdansk – Gdynia – Sopot, and the Pomorskie voyevodship
  • Represent DRC at meetings and other relevant technical coordination meetings at the area level
  • Ensure integration with other DRC sectors (CCCM, Economic Recovery)

Logistics/Finance

  • Closely collaborate with area support services officers to support timely procurement and delivery of necessary project equipment and supplies to partners, HR and admin procedures
  • Support the monitoring of financial commitments and expenditures against the project budget and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

About you

To be successful in this role we expect you to have a minimum of 2 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection, social work working for an NGO, UN agency, relevant ministry, or local authority. Moreover, we also expect the following:

  • Master's degree in political science, international development, economics, or other relevant fields
  • Minimum 2 years of practical experience in the area of protection/human rights/social work
  • Proven management skills and competence in people management
  • Commitment to learning and implementing organizational policies and procedures
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English and Polish and proficiency in Ukrainian and/or Russian is highly desirable
  • Field experience
