PROTECTION TEAM LEADER COMMUNITY-BASED PROTECTION (CBP)

TRIPOLI, LIBYA

About the job

Under the supervision of the Protection Manager, and in close coordination with other DRC Protection teams and field units, the CBP Team Leader will have a leading role in the implementation of all DRC’s protection objectives for Libyan and non-Libyan conflict and displacement affected populations as relevant to community-based protection. The Team Leader will manage the field team responsible for the implementation of DRC community-based protection mechanism activities, including information dissemination, awareness-raising and psychosocial support at both individual and community levels. S/he will also contribute to strengthening DRC’s community outreach approach and engaging with Libyan and non-Libyan Community Protection Volunteers (CPVs), including through coaching and supervision. S/he further contributes to administrative and technical support in close coordination with the Manager and Protection Information Management Officer

Your main duties and responsibilities will be:

  • Plan and supervise the implementation of community mapping exercises, effective community mobilization, and engagement activities efficiently.
  • In close coordination with CPVs and other protection teams/team leaders, build on community engagement initiatives; lead on sharing updates highlighted by CPVs and community members on protection risks, concerns, and situational updates affecting populations of concern for management, program, and advocacy purposes.
  • Support in designing content for accurate and impartial dissemination beneficiaries upon identification of needs and gaps related to protection and rights among target beneficiaries and communities.
  • Ensure accurate record-keeping of information dissemination among IDP, returnee, host community, migrant and refugee communities through individual, collective/group events, advisories, and leaflets, and provide guidance to CBP team members accordingly.
  • Guide and support CBP Officers and Assistants to take a leading role in community empowerment and capacity-building activities with the aim of preventing and/or reducing protection risks and building resilience and capacities.
  • Ensure the use of solid participatory approaches with attention to age, gender, diversity, and vulnerability criteria, to facilitate meaningful dialogues that enable participants to self-identify protection concerns that affect their communities.
  • As well as other duties that may be assigned to you by the Protection Team Leader and or Manager
  • Lead and manage the Community-based protection team - including planning and performance management with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Manager tailor capacity building and training plans.
  • Ensure that all team members fulfill their role as per their job description, in line with the DRC Code of Conduct, providing timely and constructive feedback as required.
  • Coordinate with the Manager in recruitment processes for CBP team members, as relevant and ensure compliance with DRC On- and offboarding SOPs.
  • Collaborate and contribute to coordination internally with other DRC sectors (including Shelter, WASH, and Economic Recovery units), as well as externally with other INGOs as relevant and delegated by the Protection Manager.
  • Ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
  • Ensure respect and promotion of safety, agency, and dignity in accordance with professional standards for protection and humanitarian work during team interaction with CPVs and community leaders.
  • Participate in and build the capacity of CBP staff relating to CPV supervision, ensuring they fulfill their roles as per the CPV Terms of Reference, and support in monitoring and coaching.

About you

To be successful in this role we expect you to have:

• 4+ years of professional experience in the field of humanitarian interventions, human rights, civil society, or community development, preferably with an international humanitarian organization • 3 years of experience working directly with conflict-affected and/or vulnerable groups, including migrant and refugee populations. • Solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees. • Strong skills in verbal and written communication, with proven capacity to document and share information in a clear and systematic manner. • Experience in identifying and responding to needs of particularly vulnerable individuals and groups based on fieldwork, protection, age, gender, and diversity analysis, and other criteria. • Demonstrated capacity to effectively represent a humanitarian organization with communities and stakeholders. • Understanding and experience working with other protection components, particularly case management, legal aid, and protection monitoring. • Experience working with communities, including basic psychosocial skills.

Required

  • University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field

Desirable

  • Fluency in written and spoken Arabic
  • Good knowledge of the English language
  • Strong skills in verbal and written communication.
