Protection Team Leader (Case Management and

Monitoring****)

Tripoli with regular field visits throughout the West of Libya

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team Leader, who under the guidance of the protection Manager, will provide supervision, guidance, and technical expertise to members of the case management and monitoring team in the delivery of specialized protection and humanitarian assistance for IDPs, Returnees, migrants and refugees in Libya. The position provides supervision in comprehensive general protection case management from intake to closure and also plans field-based activities in line with Protection Information Management (PIM) principles and Protection Monitoring Standard Operating Principles (SOPs) as well as leads Protection Monitoring Report writing and analysis. The position coordinates with other team leaders and the PIM officer on the implementation of activities, monitoring and reporting, external representation, and human resources, so as to ensure the quality and efficiency of the overall protection program

About the job

Your main duties and responsibilities will be:

Programming & Operations

• Under the guidance and supervision of the Manager, plan, supervise, and manage the day-to-day use of case management systems, tools, and procedures for effective case coordination. Ensure compliance with DRC-specific tools, processes and SOPs dedicated to case management and referrals in terms of informed consent and confidentiality, timeframe for the provision of services, case review meetings, follow-ups and feedback.

• Supervise the Protection officers and Protection assistants in all stages of case management for particularly vulnerable IDPs, migrants or refugees and conduct for that purpose regular supervision meetings

• Provide skill-based supervision to members of the case management team in managing complex protection cases: file creation, interviewing, note taking, needs assessments, managing sensitive cases, referring and following up on cases.

• Ensure effective protection monitoring activities, according to the allocated budget and developed work plan.

• Monitor and analyze trends of the protection situation and environment in all areas of intervention for all groups of concern for program and advocacy purposes.

• Lead, in close coordination with the PIMO and Manager, the regular development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Manager

• Support the PIM officer, MEAL department, and protection monitors in the management and analysis of information and data management, and in the generation of timely reports.

• Provide mentorship, coaching, capacity building and training for members of case management and protection monitoring team.

• Contribute to the coordination of ongoing service mapping exercises and community analyses.

• Act as the focal point for the reception and emission of service referrals from/to partner agencies and service providers.

• Ensure accurate record keeping of the case management and IPA database in collaboration with the PIM Officer

Team Management

• Lead and manage the Case Management team and Monitoring team- including planning and performance management with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Manager to tailor capacity building and training plans.

• Ensure that all team members fulfill their roles as per their job description, in line with DRC Code of Conduct, providing timely and constructive feedback as required.

• Coordinate with the Manager in recruitment processes for CM and Monitoring team members, as relevant, and ensure compliance with DRC On- and off-boarding SOPs.

• Encourage a positive, inclusive, and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.

• Coordinate leave plans and schedules to ensure effective and efficient implementation of program activities.

Logistics/Finance

• Actively plan and coordinate logistics and movements from and to different operational areas, including in coordination with other protection teams to ensure resource efficiency.

• Take the lead in supporting the coordination of program activities as they relate to logistics, administration, finances, or security, in coordination with the relevant departments.

• Understand and comply of staff with the relevant internal policies and directives.

As well as any other duties as may be assigned by the Protection Manager, relevant to the achievement of Protection objectives.

About you

To be successful in this role we expect you to have the following:

Required

  • University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field
  • 4+ years of professional experience in the field of humanitarian interventions, human rights, civil society, or community development, preferably with an international humanitarian organization
  • 3 years of experience working directly with conflict-affected and/or vulnerable groups, including migrant and refugee populations.
  • Solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees.
  • Excellent skills in verbal and written communication, with a proven capacity to document and share information in a clear and systematic manner.
  • Experience in identifying and responding to the needs of particularly vulnerable individuals and groups based on fieldwork, protection, age, gender, diversity analysis, and other criteria.
  • Demonstrated capacity to effectively represent a humanitarian organization with communities and stakeholders.
  • Understanding and experience working with other protection components, particularly Community-based protection and legal aid
  • Fluency in written and spoken Arabic.
  • Excellent knowledge of written and spoken English.

Desirable

  • Knowledge of French and other languages is considered as an asset.
