The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

To strengthen DRC’s Programme in Rakhine State, DRC is looking for highly motivated and capable candidates to fill the position of

Protection Team Leader (1 Post)

Duty Station: Sittwe Office, Rakhine State

Reports to : Protection Project Manager

Direct Reports: Protection Officers and Assistants

Overall purpose of the role:

  • Supervise members in protection monitoring and community-based protection teams
  • Deliver technical support and guidance to team in protection monitoring and CBP implementation
  • Ensure the quality of the planning, implementation and follow up of all technical aspects of the sector activities being implemented by DRC
  • Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities

Sector responsibilities:

Advocacy for the rights of displaced people in their context of displacement, monitoring and promotion of human rights awareness through community-based protection activities, registration services for the internally displaced and refugees, facilitation of return and repatriation processes.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Specific duties and responsibilities

Leadership & Management

  • Lead and manage the protection monitoring and community-based protection teams (including people planning, performance, well-being and development)
  • Ensure effective planning and quality implementation of the protection monitoring activities and community-based protection activities in 26 project locations both in Sittwe & Pauktaw.
  • Ensure the quality and timely implementation of protection monitoring and community-based protection activities throughout the duration of projects.
  • Oversee protection monitoring and community-based protection teams and provide technical support on daily basis.
  • Supervise Protection Officers and Assistants and ensure they comply with their duty and responsibilities.

Programming & Operations

  • Ensure efficient and effective program implementation while following the budget and work plan
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors
  • Lead the team in carrying out monitoring and evaluation exercises

Coordination and Representation

  • Collaborate with relevant internal and external technical experts on sector relevant issues such as SoP development, protection monitoring tools review and training tools development.
  • Coordinate with case management team in terms of protection incidents through timely information sharing for immediate response.
  • Represent DRC at meetings and other relevant technical coordination meetings
  • Ensure integration with other DRC sectors such as CCCM, Livelihood, Child Protection and GBV.

Protection Monitoring

  • Ensure protection monitoring activities are conducted in line with SoPs, protection monitoring principles and humanitarian principles.
  • Monitor and evaluate the relevance of protection monitoring tools and assist Project Manager in the development of tools as needed.
  • Ensure qualified protection monitoring reports with accurate data.
  • Ensure protection monitoring reports are feed in advocacy where possible in an appropriate way.

Community-Based Protection

  • Ensure community-based protection is implemented in line with SoPs, protection principles and community-based model.
  • Ensure CBP Officer and Assistant are well trained on community-based protection and support to develop training materials and work plans.
  • Oversee the implementation of community-based protection and provide technical guidance where needed.

Logistics/Finance

  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
  • Plan and coordinate proactively logistics and movements of staff from and to different operational areas
  • Initiate procurements and ensure their execution
  • Ensure procurement plans are prepared and shared with logistics in a timely manner

Capacity Building

  • Develop capacity building training plans for incentive workers on relevant topics in coordination with Protection Team Leader-Case Management & Community Engagement
  • Develop ToRs, training materials and training monitoring and evaluation tools in coordination with Protection MELA Officer
  • Support Protection Officers to deliver trainings to incentive workers in line with training plans
  • Ensure regular follow up with participants how they are applying knowledge and skills gained from capacity building trainings on ground implementation

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees, usually working in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Initiating the hiring and firing of employees and conducting performance appraisals are permitted at this level, but are closely overseen by the next-level manager

Experience and technical competencies:

  • Minimum 3 years experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry.
  • Minimum 3 years of practical experience in Protection sector
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint and Report writing
  • Technical Expertise in General Protection especially in protection monitoring sector
  • Bachelor's degree in law, social work, political science, international development or other relevant fields
  • Full professional proficiency in English
  • Fluent Burmese
  • Additional local language would be an asset

We Offer:

  • Starting date of employment: As Soon As Possible.
  • Contract length: DRC staff contract, including a probation period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
