Duty Station [Aden -Yemen]

Who are we?

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmers include protection, livelihood, food and NFI distribution, water and sanitation, and advocacy amongst others. DRC Yemen has been providing relief and development services in Yemen since 2008. DRC has mainly focused on refugees and migrants displaced by conflict and natural disasters.

DRC, through its specialized business unit, Danish Demining Group (DDG) aims to recreate a safe environment where people can live without the threat of landmines, unexploded ordinances and small arms and light weapons”. These goals can be effectively advanced through cooperation and joint action with other organization as well as with integration of operations and programs with its sister organization, DRC.

About the Job:

Responsibilities:

General Management

  • Manage the protection staff providing case management, individual protection assistance (IPA), referrals and victim assistance activities;
  • Ensure high quality activities’ implementation in accordance with donor and DRC regulations.
  • Support with project planning including work plans, procurement and budget management for the activities under his/her supervision;
  • Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up;
  • Maintain oversight of physical DRC protection spaces, including the recruitment and supervisions of protection staff, if needed.

Technical Support:

  • Provide technical support, supervision and guidance to the protection team, and ensure that staff adhere to best-practices and professional standards and principles through capacity building and on-the-job coaching;
  • Identify technical gaps in the activities and identify/implement solutions to address these gaps;

Staff management

  • Support the protection staff in the implementation of all protection activities, orient new staff to DRC and the protection program in addition to day-to-day management and supervision of the protection team under his/her supervision;
  • Ensure that staff implement and respect best-practice and international standards in protection and child protection;
  • Build the capacity of the protection staff to improve their range of capabilities related to the protection program and its activities;
  • Monitor staff working hours, complete performance review with staff, ensure respect of DRC Code of Conduct;

Grant Implementation and Reporting

  • Support the Protection Manager and Protection Specialist by contributing to and providing field-related inputs for protection proposals;
  • Ensure the implementation of protection activities under his/her supervision, including appropriate and timely spending plans for activities to achieve program goals, grants reporting contributions, target and financial tracking, procurement, use and distribution of supplies and resources;

Coordination and representation

  • Develop and maintain effective working relationship with relevant stakeholders including community members, local partner/s and public/private hospitals;
  • Advocate for the needs of vulnerable individuals both internally and through coordination mechanisms through evidence-based advocacy;
  • Maintain an up-to-date service mapping of the service providers operating in the area and share with the case management team;
  • Attend Protection Cluster/s and coordination meetings as requested by supervisor;

Other

  • Any other duties relating to the nature of the job as directed by the Protection Manager and Protection Specialist;
  • Maintain positive work relationship within the team, and promote team-building efforts and capacity building across the team and other departments.
  • Technically support sectors in protection mainstreaming and promote cross sectoral integration across departments
  • Must adhere to DRC’s mission, values, code of conduct including respect for the principles of neutrality, do no harm and non-discrimination;
  • Must treat all partners and beneficiaries with dignity and respect.

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Relevant professional experience of not less than 3 (three) years;
  • Experience with the protection cluster and humanitarian coordination system in addition to cross sector integration, proposal development, reporting and budget and target management
  • Experience with the community center management and support and legal aid (provision of civil documentation)
  • Experience in management of a team with proven leadership qualities;
  • Familiarity/prior experience with DRC and its persons of concern (including internally displaced persons, returnees, refugees) would be a distinct advantage; excellent knowledge and understanding of local communities and customary rules;
  • Full respect for client/organization confidentiality;
  • Demonstrated interpersonal skills and respect for people with special needs and other vulnerability;
  • Ability to work in a multicultural context as a flexible and respectful team player;
  • Ability to provide technical support, trainings and supervision to Officers and Assistants;
  • Excellent writing, reporting, and analytical skills;
  • Familiarity with international protection and human rights legal standards, with special emphasis on child’s rights, would be a distinct advantage;
  • Strong written and oral communication skills, effective in representation and liaison with external parties;
  • Excellent organizational and planning skills as well as communication and inter-personal skills;
  • Punctuality and respect for applicable rules and procedures;
  • Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;
  • Self-motivation, goal/result-orientation and team work;
  • Flexibility, creativeness, tolerance and maturity;
  • Computer/IT literacy (OS Windows, MS (Word, Excel in particular), etc.

Essential qualification

  • University degree in social/political sciences, international development or similar field; proven field experience can be accepted in lieu.

Desirable qualifications:

  • Advanced University degree

Languages:

  • Arabic - Fluent, reading and writing
  • English - Fluent, reading and writing

We offer

DRC will offer the successful applicant a contract until October 2022, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Aden with regular travel to Lahj.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G Manager) and will be reporting to Protection Program Manager.
