Overview

Lead and manage the protection team delivering specialized protection activities.

You have:

  • At least 3+ years of professional experience in the field of humanitarian interventions, human rights, civil society, or community development, preferably with an international humanitarian organization.
  • 3 years of experience working directly with conflict-affected and/or vulnerable groups, including migrant and refugee populations, preferably in a management position.
  • Experience in managing teams operating across different locations desirable.
  • Solid knowledge of the migration context in Libya and of protection risks faced by conflict-affected populations, including migrants and refugees.
  • Excellent skills in verbal and written communication, with proven capacity to document and share information in a clear and systematic manner.
  • Experience in identifying and responding to needs of particularly vulnerable individuals and groups based on field work, protection, age, gender, and diversity analysis and other criteria.
  • Strong cultural awareness and sensitivity, ability, and willingness to work with all groups of conflict-affected population, including vulnerable migrants and refugees.
  • Field-oriented attitude and strong humanitarian spirit.
  • University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field.
  • Fluency in written and spoken Arabic.
  • Excellent knowledge of written and spoken English.
  • Knowledge of French and other languages are considered as assets.

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Team leader .

About the job

Overall purpose of the role: Reporting to the Protection Program Manager, the Team Leader will manage and provide supervision and guidance to the protection team consisting of 3 protection assistants, in the delivery of specialized protection activities in Tripoli and Zwara. The position will provide supervision and plan field-based activities in line with Protection Information Management (PIM) principles and Standard Operating Principles (SOPs). The position coordinates with other team leaders and the IM officer on the implementation of activities, monitoring and reporting, external representation and human resources, so as to ensure quality and efficiency of the overall protection program.

Your main duties and responsibilities will be:

Programming & Operations

  • Under guidance and supervision of the Program Manager, plan, supervise and manage the day-to-day delivery of protection activities in line with the workplan and the SOPs.
  • Ensure effective protection monitoring activities, according to targets and developed work plan.
  • Monitor and analyze trends of the protection situation and environment in all areas of intervention for all groups of concern for program and advocacy purposes and inform the Program and protection manager about new developments in a timely manner
  • Support the development of protection monitoring products, including monthly/quarterly/annual highlights/ad hoc reports as requested by the Program Manager
  • Provide mentorship, coaching, capacity building and training for members of the protection team on data collection methods and SOPs in coordination with the Protection manager.
  • Conduct regular visits in both Tripoli and Zwara targeted locations to ensure the quality of implemented activities.
  • Ensure the delivery of timely protection services for all population groups
  • Contribute to the coordination of ongoing service mapping exercises and community analyses.
  • Ensure accurate record keeping of the protection data base in collaboration with the IM Officer

Team Management

  • Lead and manage the protection team- including planning and performance management with a focus on well-being and development. To this end, provide technical support, supervision, and guidance – and in close communication with the Protection Manager tailor capacity building and training plans.
  • Ensure that all team members fulfil their role as per their job description, in line with DRC Code of Conduct, providing timely and constructive feedback as required.
  • Coordinate with the Program Manager in recruitment processes for team members as relevant and ensure compliance with DRC On- and off boarding SOPs.
  • Encourage a positive, inclusive and mutually supportive team spirit among the team under his/her supervision and with other protection and sectors teams.
  • Coordinate leave plans and schedules to ensure effective and efficient implementation of program activities.

Coordination and representation

  • Represent DRC to the communities, community focal points, target population groups and other relevant stakeholders in coordination with and/or as delegated by the Program Manager.
  • Collaborate and contribute to coordination internally with other DRC sectors as well as externally with other INGOs as relevant and delegated by the Program Manager.
  • Ensure professional standards and transparent communication to build trust and collaboration with concerned stakeholders.
  • Ensure respect and promotion of safety, agency, and dignity in accordance with professional standards for protection and humanitarian work during team interaction with beneficiaries.

Monitoring and Reporting

  • Support in timely updating of achievement trackers and highlighting constraints and gaps, with responsive planning to mitigate delays in achieving programme objectives, outputs, indicators and activities as per agreed donor commitments.
  • Contribute to weekly situation and other report writing as requested by the Program Manager.
  • Collaborate with the Program Manager and Information Management (IM) Officer to ensure field-based records and documentation are properly managed and compliant with DRC data protection requirements, PIM principles, and best practices. This includes ensuring activity reports are archived on the server and/or uploaded onto online platforms.

Logistics/Finance

  • Actively plan and coordinate logistics and movements from and to different operational areas, including in coordination with other protection teams to ensure resource efficiency.
  • Take the lead in supporting the coordination of program activities as they relate to logistics, administration, finances, or security, in coordination with the relevant departments.
  • Understand and comply of staff with the relevant internal policies and directives.

As well as any other duties as may be assigned by the Program Manager, relevant to the achievement of Protection objectives.

About you

To be successful in this role we expect you to have At least 3+ years of professional experience in the field of humanitarian interventions, human rights, civil society, or community development, preferably with an international humanitarian organization.

Education:

  • University Degree in the field of Social Sciences, Sociology, Community Development, Communication, Humanitarian Affairs, or any other related field

Languages: (indicate fluency level)

  • Fluency in written and spoken Arabic.
  • Excellent knowledge of written and spoken English.
  • Knowledge of French and other languages are considered as asset.
