NRC has operated in Yemen since 2012. The context has significantly evolved since then. Currently, Yemen is the world’s leading humanitarian crisis, with nearly 80% of the population needing some form of protection and other forms of humanitarian assistance.

The purpose of the Protection Specialist is technical development, strategic direction setting and quality assurance of the protection programme within NRC’s Yemen Response. The Specialist is responsible for building the capacities of protection staff, as well as providing support to building the capacities of all staff on issues of safe and inclusive programming (SIP). The Protection Specialist is responsible for supporting the Country Management Group (CMG) with context analysis on key protection trends and protection advice. The position is part of the CO Programme Department and works closely with other NRC Core Competencies (CCs) programme teams in both Country and Area Offices. The Specialist leads the design of stand-alone protection projects, to the extent that they address specific gaps and/or complement others CCs projects in line with NRC Global Protection and the Country strategy. In addition, the Protection Specialist is responsible for systems strengthening, project quality assurance throughout the PCM, development of technical guidance incl. Standard Operating Procedures (SoP), as well as needs-based capacity building of staff and other relevant stakeholders.

Specific Responsibilities

Policy and strategies

  • Provide CC specific contextual analysis as input to Country Strategy including Contingency Plan
  • Develop the Country Office Protection Strategy and relevant SoPs and other technical guidance documents and systems
  • Provide analysis and advice regarding key humanitarian protection trends and risks and monitor how they interact with NRC’s current and planned activities in Yemen;
  • With focus on integrated programming, provide Core competency specific input in design of needs assessments, participate in needs assessments and develop the response strategy in a collaborative manner that seeks to maximize complementarities among Core competencies.
  • Contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into NRC programming.

Technical support and development

  • In close collaboration with the Protection Managers (PMs) and Area Programme Managers (APMs),
  1. lead on programme and proposal development for integrated or stand-alone protection projects in Yemen including the establishment of sector-based logframes and targets;
  2. strengthen NRC’s protection service delivery to conflict affected host communities, returnees, IDPs and Yemen’s marginalized communities, and provide technical support to protection managers, protection teams for the planning, implementation and follow-up of the protection projects;
  • Assess training and development needs within the protection teams, develop capacity building plan and implement the plan with the support of the Protection Managers (PM), develop training material based on SoPs and tools, and roll-out training to the general protection and other Core Competencies (CCs) teams;
  • Support preparation of Detailed Implementation plans, monitor project implementation, coordinate preparation of high quality technical reports
  • Support the protection teams with the establishment of regular and update MEAL plan, including a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and b) working closely with MEAL to put in place accountability.
  • Undertake field/onsite visits to monitor the quality of implementation and provide technical advice, and customized and need based capacity building to field protection staff as necessary.
  • Ensure compliance with NRC (global and national) protection policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and improve implementation;
  • Ensure that key learning's are extracted from protection project implementation, and incorporate lessons learned in protection programming and staff development processes;
  • Support the HoP with the training and capacity building on minimum protection mainstreaming standards including safety, dignity and ‘do no harm’, meaningful access and inclusion, and accountability to affected populations;

Reporting and Coordination

  • Support the Protection Managers and Grant teams with the preparation of high quality and timely narrative reporting for donors;
  • Ensure active participation in, contribution to and representation of NRC in Protection Cluster and Sub-Clusters and other relevant bodies, including Strategic Advisory Groups (SAG), technical working groups, task forces and other meetings related to protection;
  • Initiate reports including situation reports, assessment reports, background documents, briefing papers, talking points, information memos, and other relevant protection-specific documents as necessary.
  • Raise the profile of NRC’s Protection programme in Yemen, in collaboration with HoP and Advocacy & Communications team.

Generic professional competencies:

  • Postgraduate degree in social work, social science, political science, or other relevant field.
  • Documented track record of positive achievement in a similar role, over a period of at least five years in a similar context to Yemen, including in mainstreaming protection within a humanitarian operation.
  • Demonstrated understanding of humanitarian principles and minimum protection standards, humanitarian coordination mechanisms, applying protection standards to vulnerable communities, referral services and protection service delivery, including protection monitoring.
  • Advanced computer skills, especially in Word, Excel, Power Point and Outlook
  • Fluency in English; knowledge of spoken Arabic an advantage.

Context specific competencies:

  • Experience undertaking assessments and supporting others to do so
  • Very good writing skills to enable the preparation of project proposals, standard operating procedures, relevant reports, case studies and tools that document protection-related issues

    Personal Qualities:- Diplomatic and able to conduct discussions on sensitive topics with diverse groups.

  • Ability to mentor and support other colleagues in relation to protection mainstreaming.
  • Ability to work under pressure and with limited supervision in a challenging environment.
