Background

The Norwegian Refugee Council has operated in Mali since 2013. From four field offices in Mali, Gao, Menaka, Timbuktu and Mopti, NRC strives to meet the basic needs of people affected by violence and displacement. We provide education, shelter, food security, respond to protection needs and give people legal assistance pertinent to civil documentation, land, housing, and property rights. We also have a dedicated emergency response mechanism that provides a quick response to multisector needs of people affected by displacement.

Role and main responsibilities

NRC’s programming in Mali requires a strong protection focus to ensure a rapid and quality response is provided while supporting national level efforts to protect the rights of displaced people and building the capacity of communities and local structures to prevent and respond to violence.

The Protection Specialist will lead the design of the protection programme strategy, contribute to fundraising for protection activities, network with external stakeholders and actively participate in leadership and decision-making processes pertinent to protection strategies, policies, and initiatives at the national level. The Protection Specialist will lead on supporting the Country Management Group (CMG) with context analysis on key protection trends.

The Protection Specialist will have a particular focus on mentorship, coaching and capacity-building of the protection team and provide inputs into their work and development plans in coordination with the Area Manager.

  1. Technical supervision of staff
  2. Contribute to the development of the country strategy,lead the development of protection strategies and monitor their quality implementation
  3. Responsible for the development of the Mali protection strategy and Macro Logical Framework
  4. Ensure high technical quality of projects and contribute to programme integration by reinforcing the synergies with other Core Competencies
  5. Support Protection Project Manager, Area Programme Manager and Area Managers in the management of protection projects by ensuring adherence to protection CC (core competencies), strategy, quality programme implementation, learning and reporting to relevant donors
  6. Review protection programme reports initiated by Project Manager, Area Programme Manager and Area Manager
  7. Lead the development and design of standalone protection activities as appropriate
  8. Lead the development of alliances and coordination with key protection actors, government officials, UN Agencies, humanitarian/development actors, and civil society.
  9. Ensure the provision of high-quality analysis on the humanitarian situation and, in close coordination with the advocacy team, articulate concerns and organize evidence relevant to protection issues for populations affected by violence and displacement
  10. Support the Head of Programme and the Country Management Group in resource mobilization for protection programming in Mali
  11. Advise and strengthen the programme’s internal and external referral mechanism and pathways
  12. Design and facilitate protection trainings for humanitarian actors, government officials, community leaders and other stakeholders
  13. Liaise and collaborate with the protection cluster, INGOs and UN agencies engaged in protection, relevant national authorities and other key stakeholders. The incumbent represents NRC in relevant forums/cluster/working groups pertinent to protection.

In addition, to be considered, you ideally have:

  • Minimum 4 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Advanced academic qualification in a relevant field (law, social sciences, or related disciplines)
  • A clear understanding of protection issues, conflict management, legal frameworks and professional standards in humanitarian and displacement contexts
  • Experience from working in complex and volatile contexts
  • Experience with community-based protection approaches, humanitarian mediation and social cohesion
  • Strong communication skills and ability to build trust and confidently navigate both internally and externally at different levels
  • Experience in developing and delivering high quality protection-related trainings and tools to support the practical implementation of protection standards
  • Documented results related to the position’s responsibilities
  • Leadership skills
  • Fluency in English and French, both written and verbal

Context/specific skills, knowledge, and experience:

  • Knowledge of the context in Mali is an asset
  • Experience in advocacy work
  • Awareness of gender related barriers affecting protection programming and how to overcome them
