Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Specialist (Legal Partnership) for its Legal Assistance Program.

Overall purpose of the role

Protection Specialist (Legal Partnership) supports the Project Manager on Legal Aid and Partnership in leading, coordinating and overseeing project implementation through Implementing Partners. The position holder contributes towards establishing and implementing best practices for subgrantees vetting processes, contract signing, and compliance with DRC standards and operational protocols.

The position will be based in Kyiv. This role has a spread across Ukraine focus. The role provides support and technical guidance on subgrants provision-related processes and further project implementation by partners.

Programming & Operations

  • Ensure quality control and compliance with DRC policies and guidelines on Implementing Partners selection, contracting, and monitoring of partners’ activities under the project;
  • Identify potential partners, conduct assessment of partners’ relevance and capacities
  • Conduct partner’ selection and vetting in line with policies, procedures and compliance tools of the DRC Implementing Partners Operations Handbook
  • Support in preparation of IPs’ budgets in compliance with project templates and donor’s requests
  • Ensure all IPs are vetted according to DRC Safety Partner Risk Assessment Tool.
  • Ensure that the assessment of potential IPs is conducted with the donor’ requests compliance;
  • Ensure IPs budget spending comply with subgrant agreements, project requirements and needs
  • Support in organizing trainings and other internal and capacity building events for IPs;
  • Monitor Partners’ progress toward Sub-grant agreements’ targets and indicators;
  • Oversee Partners’ narrative and financial reports;
  • Ensure operational compliance of Partners with guidelines and donor regulations in relation to finance, logistics, procurement, and human resources etc.;
  • Ensure documentation flow related to Partner vetting and further contractual processes;
  • Assist in drafting SOPs on partner activities implementation and other internal documentation;
  • Any other functions to be assigned by the Protection Project Manager on Legal Aid and Partnership;
  • Comply with all relevant DRC policies and procedures;
  • Understand and ensure the observance of the DRC Code of Conduct.

Coordination and representation

  • Work in cooperation and under the supervision of the Protection Project Manager on Legal Aid and Partnership;
  • Support Implementing Partners in project implementation, reporting process, monitoring and evaluation, etc.;
  • Participate in trainings, workshops and other events for Implementing Partners;
  • Support and lead remote monitoring of project implementation through Implementing Partners;
  • Support communication and coordination with relevant DRC departments, programmes as well as Implementing Partners within the project

Required experience and competencies

  • Minimum 3-year experience in similar job, preferably in an NGO setting
  • Experience working with (I)NGOs;
  • Extensive background in partnership management;
  • Excellent communication and organization skills;
  • Proficiency in Microsoft Office programs;
  • Fluency in Russian and Ukrainian;
  • English proficiency
  • Diploma in law, economics, human rights, or similar.

We offer

Contract length: 3 months with possibility of extension based on available funding.

Level G non managerial

Start date: As soon as possible

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National Staff.
