Danish Refugee Council (DRC), one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Protection Specialist (Legal Aid) for Romania. Due to the ongoing conflict that began on Feb 22, Ukraine is experiencing one of the largest humanitarian crises in Europe since World War II. Currently, there are an estimated 6.3 million displaced people who have crossed the international border, with over a million Ukrainians crossing into Romania to date and with between 70 to 90,000 remaining in Romania. DRC Romania will respond in three pillars:

  • Establish partnerships agreements with national NGOs engaged in the response and enhance their coverage
  • Provide technical support to partners, the wider civil society, and state actors engaged in the response
  • Implementation of humanitarian interventions in various sectors (Protection, Mine Risk Education, and Site Management Support)

About the Job

With the support of the Protection Manager, the Protection Specialist (Legal Aid) will be responsible for providing specialized knowledge and operational know-how related to the provision of legal aid to conflict-affected persons in Romania and in the broader context of EU regulations and refugee law.

Technical Management of Sector Project

  • In collaboration with the Protection Manager and Area Manager, provide needs-based support to DRC’s partners on the implementation of legal aid intervention.
  • Contribute to the identification of opportunities and areas of added value for the consolidation of bilateral partnerships into a Legal Aid Programme and to the design of the consolidation processes and provide technical support to the implementation of those processes related to outreach, legal awareness raising, advocacy, legal analyses, legal aid provision, and referrals.
  • Monitor the legal environment, draft and/or contribute to or consolidate legal analyses and support the development of related information and advocacy products.
  • Develop awareness-raising materials and other communication products.
  • Directly and through collaboration with partners, provide inputs to the Regional Legal Aid Platform.
  • Design and deliver trainings to DRC staff and partners.
  • Contribute with tailored sessions and materials to other training/learning events.
  • Input into the project risk registry and escalate high-risk areas to senior management.
  • Participate in project opening, review, and close-off meetings and programmatic learning events.

Monitoring, Reporting, and Development

  • Quality control and site monitoring to ensure that services provided are according to standards.
  • Program monitoring as per expected outputs and outcomes.
  • Contribute to donor and management reports.
  • Continuously update project documentation and files.
  • Contribute to the development of quality proposals, concept notes, and budgets.
  • Develop and undertake or contribute to multisectoral needs assessments to inform legal aid program design and strategic direction.
  • Ensure key learnings are extracted and incorporated into the broader DRC Legal Aid portfolio.

External Coordination and Representation

  • Share relevant project information with program stakeholders.
  • Participate in relevant coordination meetings.

About You

To be successful in this position we expect you to have a minimum of 3 years of proven experience in legal aid preferably in Romania, with experience working with national partners, local/government authorities, and UN organizations highly desirable. Moreover, we also expect the following:

  • A Master's degree in law (preferably Romanian law) or public administration.
  • Documented skills in producing legal analysis, research, and advocacy papers.
  • Experience in developing and delivering trainings.
  • Excellent skills in MS Word, Excel, and PowerPoint.
  • Experience in project development.
  • Full professional proficiency in English and Romanian, Ukrainian, and/or Russian is desirable.

Contract Length: Contract until 30th June 2023 with possible extension depending on availability of funding.
