Overall purpose of the role:

The Gender based violence (GBV) Specialist works as part of DRC’s team in Sittwe under the direct supervision of the GBV Manager. This position is based in Sittwe with regular travel to Mrauk U working predominantly with DRC GBV team members, and sometimes with women and girls in camps, villages and temporary IDP sites. The main responsibility of this position is to lead on the technical quality of prevention and response activities in the GBV team across Rakhine state including case management, psychosocial activities, and male engagement.

Main responsibilities

Ensure DRC GBV programming is aligned with regional and internal strategies:

  • Attend Peer Support Network meeting, MHPSS WG, GBV Sub-Sector, 16 Days of Activism meetings.
  • Develop strong relationships with GBV and related actors within Rakhine State including CSOs.
  • Work closely with GBVSS Lead as GBVSS co-coordinator role.
  • Work with other sectors within DRC especially but not limited to General Protection and Child Protection to identify and implement joint working opportunities.
  • Work with GBV Specialist to develop and translate Interagency and DRC’s existing PSS tools and materials.
  • Support and provide Interagency GBV Case Management and PSS trainings to Case Management Team and camp/village-based Incentive Workers together with GBV Specialist
  • Support the GBV Project Manager in the creation and delivery of GBV strategic work in Rakhine.

Provide direct technical supervision to GBV Team colleagues to ensure the quality of the programming:

  • Support the Team Leaders to develop a robust GBV case management supervision and quality evaluation system, including mentoring of caseworkers, in line with GBV AoR case management standards.
  • Provide individual and group psychosocial support regularly to GBV Case Management team and Case Workers from WGCs to enhance well-being.
  • Conduct regular case conference meetings with case management team to identify challenges and to develop action plans.
  • Provide and support GBV Response Team Leaders one-on-one and group Coaching and Supervision sessions within Case Management
  • Support the Prevention Team Leaders to ensure all prevention programming (Psychosocial Support Activities) is underpinned by PSS principles and responsive to women and girls’ needs.
  • Support and lead Women Rise Program Implementation together with GBV response team leaders and focal points.
  • Provie capacity building (including training and mentoring) for DRC GBV team and camp-based Incentive Workers on providing PSS, facilitating group PSS, and enable staff and Incentive Workers to develop a strong understanding and technical competency for PSS and practicing it.
  • Support the Team Leaders to monitor the capacity of the incentive workers and design appropriate training materials.
  • Conduct capacity building assessments with partner, jointly develop capacity building plans with partner and provide and coordinate within the team technical capacity building for the partner.

Ensure that the GBV programme is evidence-based:

  • Regularly review the GBV IMS data to gather evidence to inform current and future programming.
  • Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify.
  • Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines, Psychosocial Support tools and materials.
  • Work closely with GBV Manager and Response Team Leaders on collection case management and PSS monitoring outcomes.

Ensure that the GBV programme is evidence-based:

  • Regularly review the MEAL data to gather evidence to inform current and future programming.
  • Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify.
  • Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines.

Administration:

  • Fill in and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed.
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources.

Required Experiences and Competencies

  • University (BA/BSc) degree in relevant field to include gender, nursing etc, and evidence of further specialist training.
  • At least 4 years' relevant experience working with a health, humanitarian or development organization, with excellent references.
  • Demonstrated practical experience in GBV/SRH work including case management, prevention activities and community engagement.
  • Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
  • Have previous experiences working on Gender Based Violence areas and building staff capacity.
  • Experience working in challenging environments with good personal resilience.
  • Excellent interpersonal and communication skills.
  • Understanding of operational context in Rakhine State
  • Professional fluency in English and Myanmar. A good understanding of any of the local languages will be considered an asset.

We Offer:

  • Starting date of employment: August 2023
  • Contract length: Until 31 Dec 2023 includes a probationary period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
