Overall purpose of the role:

The Psychosocial Support (PSS) Specialist works as part of DRC’s GBV team in Sittwe under the direct supervision of the GBV Project Manager. This position is based in Sittwe with regular travel to Mrauk Oo working predominantly with DRC GBV team members, and sometimes with women and girls in camps, villages, and temporary displacement sites. The main responsibility of this position is to lead on the technical quality of prevention and response activities in the GBV team across Rakhine state including social and behavioural change program, GBV prevention and male engagement as well as service as the focal point for GBV Partnership work.

Main responsibilities

Ensure DRC GBV programming is aligned with external and internal strategies:

  • Attend Protection Working Group, GBV Sub-Sector, 16 Days of Activism meetings, GBVIMS taskforce.
  • Develop strong relationships with GBV and related actors within Rakhine State including CSOs.
  • Work with other sectors within DRC especially but not limited to Protection and Child Protection to identify and implement joint working opportunities.
  • Support the GBV Project Manager in the creation and delivery of GBV strategic work in Rakhine.
  • Work with PSS Specialist to develop and translation of Interagency and DRC’s existing PSS tools and materials.

Provide direct technical supervision to GBV Team colleagues to support high quality programming:

  • Support the Team Leaders to ensure all prevention programming (including recreational, life skills, awareness sessions and curricula) is underpinned by PSS principles and responsive to women and girls’ needs.
  • Provide one-on-one and group coaching sessions on key GBV topics and ensure that the enhanced knowledge of the team results in improved programming.
  • Design and deliver training sessions for core GBV development topics for the GBV team and internal and external audiences.
  • Support the team leaders to monitor the capacity of the incentive workers and design appropriate training materials.
  • Provide technical supervision and support to GBV team members on social and behavioural change curricula rollout (EMAP and Girl Shine Program) awareness raising, focus group discussions (FGD) and other community engagement activities together with GBV Prevention Team Leaders.
  • Help the GBV team in strategizing locations of the emergency response, and deciding topics on GBV prevention to be rolled out in each of the women and Girls centers
  • Complete donor quarterly reports and draft sections of the GBV project proposals
  • Support the GBV manager in identifying context-based information to draft context specific activities, awareness sessions and curricula implemented in the Women and Girls Centers.
  • Provide mentoring and coaching to the focal person of EMAP and Girl Shine team.
  • Support the Team Leaders to monitor the capacity of the incentive workers and design appropriate training materials.

Serve as Primary Focal Point for partnerships within GBV team:

  • Engage partners on a regular basis to discuss their needs and receive their feedback on the partnership, provide space for partners to share concerns and raise issues and capacity needs.
  • Work closely with the partnership team to ensure coordination and communication with partners is done in a streamlined manner and all requests and concerns from partners are centralized and responded to adequately.
  • Support in all the phases of the partnering process: exploration, the proposal writing, negotiation with partners, budget preparation and review of donor agreements; acting as Focal Point for managing DRC Partnerships developed under Child Protection programme
  • In collaboration with the partnership team and other colleagues, keep informed of partnership opportunities and coordinate networking initiatives with partners on issues related to child protection.
  • Conduct capacity building assessments with partner, jointly develop capacity building plans with partner and provide and coordinate within the team technical capacity building for the partner.

Ensure that the GBV programme is evidence-based:

  • Regularly review the MEAL data to gather evidence to inform current and future programming.
  • Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify.
  • Regularly review and share emerging evidence from international standards and tools including GBV AoR Minimum Standards, IASC GBV Guidelines

Administration

  • Fill in and submit Purchase Requisitions, Travel Authorizations and any other DRC administrative forms as needed.
  • Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources.

Required Experiences and competencies.

  • University (BA/BSc) degree in relevant field to include gender, nursing etc, and evidence of further specialist training.
  • At least 4 years' relevant experience working with a health, humanitarian or development organization, with excellent references.
  • Demonstrated practical experience in GBV/SRH work including case management, prevention activities and community engagement.
  • Previous experience in working with communities, running GBV prevention curricula, raising awareness and providing services in camp and village settings.
  • Have previous experiences working on Gender Based Violence areas and building staff capacity.
  • Experience working in challenging environments with good personal resilience.
  • Excellent interpersonal and communication skills.
  • Understanding of operational context in Rakhine State
  • Professional fluency in English and Myanmar. A good understanding of any of the local languages will be considered an asset.

We Offer:

  • Starting date of employment: August 2023
  • Contract length: Until 31 Dec 2023 includes a probationary period of 3 months. Renewables depend on both funding and performance.
  • Salary: Competitive salary according to DRC Myanmar salary scale.
