The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and in Rakhine State since 2010, responding to the humanitarian needs in the aftermath of the Cyclone Giri. DRC has recently expanded its programme providing shelter, WASH, NFIs, livelihood support and community assistance to the people affected by the June and October 2012 events in Rakhine State. DRC Myanmar in Rakhine State is funded by ECHO, SDC, DFAT, USAID and UN agencies, including UNHCR, UNICEF and UNFPA.

Protection Specialist-Child Protection (1 post)

Duty Station : Sittwe, Rakhine, with regular travel to other DRC offices in Rakhine State.

Report to : Protection Project Manager-Child Protection

Overall purpose of the role:

The Child Protection (CP) Specialist works as part of DRC’s team in Sittwe under the direct supervision of the CP Manager. This position is based in Sittwe with regular travel to Mrauk U and Maungdaw working predominantly with DRC CP team members, and sometimes children and their caregivers in camps, villages and temporary IDP sites. The main responsibility of this position is to lead on the technical quality of prevention and response activities in the CP team across Rakhine state including case management, psychosocial activities and caregiver engagement.

Geographic scope: Area (Rakhine)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Job Responsibilities

The CP Specialist is based in Sittwe with regular travel to Mrauk Oo and Maungdaw and will be expected to perform the following duties:

Ensure DRC CP programming is aligned with regional and internal strategies:

• Attend Protection Working Group, CP Sub-Sector and Case Management Task Force.
• Develop strong relationships with CP and related actors within Rakhine State including CSOs.
• Work with other sectors within DRC especially but not limited to Protection and GBV to identify and implement joint working opportunities.
• Support the CP Project Manager in the creation and delivery of CP strategic work in Rakhine.

Provide direct technical supervision to CP Team colleagues to ensure the quality of the programming:

• Support the Team Leaders to develop a robust CP case management supervision and quality evaluation system, including mentoring of caseworkers, in line with CP AoR case management standards.
• Support the Team Leaders to ensure all prevention programming (including recreational, life skills, awareness sessions and curricula) is underpinned by PSS principles and responsive to children’s needs.
• Provide one-on-one and group coaching sessions on key CP topics and ensure that the enhanced knowledge of the team results in improved programming.
• Design and deliver training sessions for core CP development topics for the CP team and internal and external audiences.
• Support the team leaders to monitor the capacity of the incentive workers and design appropriate training materials.

Ensure that the CP programme is evidence-based:

• Regularly review the MEAL data to gather evidence to inform current and future programming.

• Identify evidence/knowledge gaps and work with MEAL to suggest options to rectify.

  Qualifications and minimum requirements:

• University (BA/BSc) degree in relevant field to include social work, teaching etc and evidence of further specialist training.

• At least 3 years' relevant experience working with a health, humanitarian or development organization, with excellent references.
• Demonstrated practical experience in CP work including case management, prevention activities and community engagement.
• Have previous experiences working on Child Protection areas and building staff capacity.
• Experience working in challenging environments with good personal resilience.s
• Excellent interpersonal and communication skills.
• Prepared to work with both Rakhine, Buddhist and Muslim communities.
• Fluency in Burmese and English.

• Understanding of operational context in Rakhine State.

• Knowledge of Rakhine and/or Muslim languages
