DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $12million, and with approximately 200+ staff, DRC is focusing its response in protection and economic recovery (Ec-Rec) sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and referral information management (RIMs) teams.

About the job

The Danish Refugee Council (DRC) is looking for a Protection Specialist (Analyst) to lead the implementation of DRC’s protection monitoring program in Lebanon as part of a nation-wide Protection Consortium. Protection monitoring will focus on in-depth analysis of the protective environment in Lebanon, in order to identify trends and emerging protection risks with the objective to inform response, advocacy and to facilitate referrals of persons of concern for services. The Protection Specialist (Analyst) will lead on the design data collection systems, analysis of quantitative and qualitative data generated through protection monitoring activities under the Consortium, the generation of information products, and oversee the conduct of referrals and information sessions about available services. The Specialist will also be expected to feed into reporting and other evidence generation exercises as relevant.

Your main duties and responsibilities will be:

• Lead on developing, updating, and rolling out of data collection tools and methodologies including determining relevant samples.
• Support in developing, implementing and maintaining DRC Lebanon’s protection information management systems by incorporating PIM matrix system, tools, and approaches and using systematized and collaborative framework.
• Produce analytical protection reports on a monthly basis, highlighting key protection issues and trends in coordination with Consortium partners, DRC Protection Manager, and Advocacy Coordinator.
• Follow up closely on contextual developments to propose new thematic areas of focus to research.
• Produce thematic reports in consultation with Consortium partners, DRC Protection Manager, Advocacy Coordinator and partners.
• Lead on the dissemination and presentation of findings to relevant sectors and donors.
• Monitor and review data collection methodologies and quality of information collected in to change, update, and improve research tools and systems in collaboration with Protection Coordinator.
• Process data, compile and disseminate information for use in various protection-related materials, including but not limited to reports, briefings and analysis.
• Conduct supervision activities for protection monitoring staff and conduct quality checks on collected data to ensure quality of data collection and reporting.
• Support protection monitoring and other relevant staff in field monitoring visits for tracking and recording of data.
• Follow up protection monitoring staff to clarify information, and conduct data triangulation with other sources to ensure accuracy.
• Work in close collaboration with other sectors to ensure that information collection and reporting is integrated across all sectors.
• Lead on capacity development of DRC staff on Protection Information Management and Protection Analysis.
• Support Protection Manager and Advocacy Coordinator in the development of position papers and other information products to inform response and advocacy.
• Support in donor reporting and development of concepts notes and proposals for future programing.
• Maintain effective working relationships with UNHCR, INGO, government authorities, and other key stakeholders to ensure active coordination, collaboration, and information dissemination.
• Undertake other tasks as requested by the Protection Manager.

About you

To be successful in this role we expect you to have a minimum of three years of work experience in human rights research or protection monitoring, and to have previous experience in data collection and protection analysis in complex emergency contexts.

Moreover, we also expect the following:

Required

• Masters Degree in Social Sciences, International Relations, Human Rights, Law, or related field.
• Excellent knowledge of research/data collection and protection monitoring methodologies, experience in development and roll out of data collection tools.
• Proven experience in protection analysis including familiarity with human rights and other international legal frameworks and ability to interpret, analyze and synthesize information in a face paced environment.
• Demonstrable experience producing quality protection reports under tight deadlines using both qualitative and quantitative research methodologies.
• Familiarity with MS Word, Excel and other data analysis software.
• Strong interpersonal skills including the ability to work collaboratively in a multi-cultural environment as well as independently.
• Previous experience with protection monitoring, analysis of protection data, and supporting information management systems;
• Experience in facilitation of workshops and trainings on protection topics, including protection analysis and protection mainstreaming;
• Excellent interpersonal skills and demonstrated ability to establish effective and working relationships with members of cluster, consortiums, or other groups with diverse members;
• Fluency in written and spoken English and Arabic;
• Ability to work well under pressure and in adverse conditions and willingness to travel within Lebanon.
• Master Degree in Social Sciences, International Relations, Human Rights, Law, or related field.

Desirable

• Proven experience in capacity building of teams including development of training materials.
